Spectrum Center, Inc. is a leading supplier of innovative spectrum management and engineering software solutions. Spectrum Center is delivering a Spectrum Management Solution (SMS) for an Australian regulatory authority. With the Discovery stage now complete, the project is moving into the Alpha, Beta, and Live implementation phases. We are seeking an experienced Agile Delivery Lead (Project Manager & Business Analyst) to lead cross-functional delivery and bridge technical, business, and stakeholder engagement needs.

This hybrid role requires strong leadership in Agile delivery and business analysis, enabling the team to deliver high-quality outcomes aligned with fixed-cost contractual milestones.

Key Responsibilities:

Project Management duties:

Track and manage project scope, timeline, milestones, and deliverables under a fixed-cost agreement.

Lead Agile ceremonies including Sprint Planning, Daily Stand-ups, Reviews, and Retrospectives.

Maintain and manage the RAID log (Risks, Assumptions, Issues, Dependencies).

Support stakeholder engagement across Spectrum Center, the client, and vendor partners.

Ensure project status reporting, sprint metrics, and milestone reviews are up to date.

Coordinate resource planning, sprint forecasting, and capacity management.

Lead stakeholder engagement across government, vendor, and internal delivery teams to ensure alignment on priorities, scope, and timelines.

Proactively manage expectations through regular updates, clear communication, and structured governance forums.

Coordinate work across geographically distributed teams, ensuring seamless collaboration through shared planning tools, effective communication channels, and synchronized sprint cadences.

Foster a unified delivery rhythm despite time zone and location differences.

Business Analyst Duties

Own and manage the Azure DevOps board including Epics, Features, PBIs, and related artefacts.

Refine the product backlog with the client Product Owner and Spectrum Center SMEs.

Refactor and elaborate on pre-gathered requirements to support development.

Define and maintain the “Definition of Done” for user stories in alignment with delivery and QA.

Facilitate workshops and walkthroughs for stakeholder alignment and requirement validation.

Support functional and user acceptance testing, ensuring requirement traceability.

Assist in the preparation and review of key documentation deliverables.

Mandatory Requirements:

Australian Citizenship in order to be eligible to obtain AGSVA Baseline Security Clearance.

Bachelor’s degree in Engineering, Information Technology, Computer Science, or a closely related field.

5+ years’ experience in both Project Management and Business Analysis roles.

Proven experience delivering software implementation projects, ideally within regulated or government sectors.

Strong understanding of the Software Development Life Cycle (SDLC) and experience managing deliverables through various stages of development.

Demonstrated success managing Agile projects with cross-functional and distributed teams.

Agile Certification (e.g., Scrum Master, SAFe, AgilePM).

Project Management Certification (e.g., PMP, PRINCE2).

High proficiency with Microsoft Office, Project, and Azure DevOps.

Strong interpersonal, documentation, and facilitation skills.

Desirable Skills & Experience:

Previous work in government, regulatory, or public sector technology projects.

Experience in spectrum management, licensing systems, or GIS-based solutions.

Experience coordinating data migration, testing, and secure system design.

Ability to manage requirements and delivery within fixed scope and budget constraints.

Comfortable with producing high-quality artefacts for governance, training, and assurance.
