About the Role
As a Property Leasing Officer, you will take a leadership role in overseeing the end-to-end management of leasehold agreements across Council-owned and managed assets. Reporting to the Team Leader Property & Leasing, you will work as part of a small, collaborative team, ensuring that leases, licences and rental agreements align with Council’s strategic goals, legislative obligations, and community service objectives.
You will be a subject matter expert on leasing matters, regularly consulted across the organisation for your expertise in agreement terms, conditions, and compliance. This role combines technical leasing knowledge, strategic insight, and a strong service orientation to support both internal stakeholders and external tenants.
Key Responsibilities

Provide expert advice to internal departments and executive teams on property use, lease structuring, and agreement terms.
Lead Expressions of Interest (EOI) and tenant selection processes for Council facilities.
Maintain and update Council’s leasing register and property records to ensure transparency and accuracy.
Draft Council reports, internal memos, and briefing notes to support decision-making and governance processes.
Foster strong relationships with community organisations, commercial tenants and government agencies to ensure mutual outcomes.
What you'll need to succeed:
Extensive experience in lease and property agreement management, ideally supported by a relevant qualification in property management, law, planning, or a related discipline.
A sound understanding of leasing and licensing principles, particularly within a public land or local government context.
Strong knowledge of relevant legislation and regulatory frameworks (e.g., Crown Land management, Local Government Act).
Excellent organisational skills and the ability to manage competing deadlines while delivering high-quality results.
Well-developed written and verbal communication skills for report writing, stakeholder engagement, and negotiation.
A collaborative mindset and willingness to actively contribute to team goals.
Commitment to continuous improvement and a proactive, solutions-oriented approach.
A focus on accountability, service excellence, and achieving measurable outcomes.
If you don’t meet every requirement, we still encourage you to apply – especially if you bring the right mindset and values.
What you'll get in return
Full-Time | 2-Year Fix term Contract
Truly flexible working arrangements, with hybrid (office + WFH) options
