二、主要工作职责
合同制度与流程建设
制定及持续优化《合同管理办法》《劳务合同管理指引》等制度,确保与澳大利亚 Building and Construction Industry Security of Payment Act、Fair Work Act 2009 及州际法规保持一致。
劳务报价体系研究与数据管理
熟悉澳洲建筑行业劳务/分包报价体系(Lump‑Sum、Schedule of Rates、Day‑work 等),掌握报价组成要素(人工、材料、设备、管理费、利润、风险金等)及常见计价口径;
建立劳务价格数据库,跟踪 region index、CPI、材料指数等外部数据,为项目预算、招标及变更提供基准单价和成本趋势分析。
报价审核与专业意见输出
在公司整体战略规划、年度合约规划及内部审核体系框架下,对采购/供应链团队上报集团的劳务、专业分包及材料报价进行合规性、完整性、合理性评判;
编制《报价评审表》《商务比选报告》等输出文件,提出专业意见及风险提示,上报合约经理、项目商务委员会及管理层。
合同起草、评审与谈判
负责施工总承包、专业分包、劳务、材料采购、设计顾问等合同及补充协议的起草、审查与风险评估;
结合 AS 4000/2124、FIDIC, EPC/设计施工一体化等模式,就付款、安全、工期、争议解决条款与对方代表进行谈判并记录纪要。
合同履约与变更管理
建立合同台账,跟踪关键里程碑、节点付款、保函到期及保险凭证;
负责工程签证、设计变更、索赔与反索赔的申请、审批、资料归档及证据链管理。
劳务合同专项管理
建立并维护劳务合同模板,结合 Fair Work Act、各州/行业 Modern Awards、职业健康安全(WHS/OHS)要求及公司质量/环保/安全政策,确保条款合法合规;
定期审查劳务分包方的工人签证/许可、工资发放及保险合规性,防范用工风险。
档案与印章管理
负责合同正本、电子版及往来函件、会议纪要等档案的分类、编号、入库与借阅;
严格管理合同专用章及用章流转记录,确保审签、盖章闭环。
风险预警与纠纷处理
定期输出合同履约风险清单与合规审计报告,提出纠正/预防措施;
协助法务准备仲裁、诉讼所需的合同证据、专家报告和事实陈述。
跨部门协同
与项目人员(项目经理、现场工程师)、采购人员、设计师及顾问团队保持实时沟通,确保合同信息同步、问题快速闭环。
三、任职资格
学历本科及以上,工程管理、造价、法学、商科或相关专业;硕士/海外学历优先
工作经验3 年以上澳大利亚或国际建筑/工程行业合同管理、成本管理或项目商务经验

Contract Administrator Job Description
Job Summary
The Contract Administrator leads the end‑to‑end commercial and contractual management of Australian construction projects. Key focus areas include analysing and validating labour and subcontract quotations, drafting and negotiating contracts in line with AS and FIDIC standards, administering variations and claims, and ensuring compliance with the Fair Work Act, Security of Payment legislation and company governance frameworks. The role serves as the commercial bridge between project teams, procurement, designers and external partners, safeguarding cost, time and legal outcomes while mitigating contractual and labour‑related risks.
I. Position Overview

Reports to: Contracts / Legal Manager or Project Director
Work Location: Company headquarters or project sites (major states/territories across Australia)
II. Key Responsibilities
Policy & Process Development
Develop and continuously optimise the Contract Management Procedures and Labour Contract Management Guidelines, ensuring alignment with the Building and Construction Industry Security of Payment Act, the Fair Work Act 2009 and relevant state legislation.
Labour Quotation System Research & Data Management
Be well-versed in Australian construction labour/subcontract quotation systems (Lump-Sum, Schedule of Rates, Day-work, etc.) and understand cost components (labour, materials, plant, overhead, profit, contingency) and common pricing bases.
Build and maintain a labour price database; track regional indices, CPI, and material cost indices, providing benchmark unit rates and cost-trend analysis for budgeting, tendering and variation purposes.
Quotation Review & Professional Advice
Within the framework of the company’s overall strategy, annual contract plan and internal review system, evaluate labour, specialist subcontract and material quotations submitted by the procurement team to the Group for compliance, completeness and reasonableness.
Prepare Quotation Review Sheets, Commercial Comparison Reports, etc., provide professional opinions and risk alerts, and submit to the Contracts Manager, Project Commercial Committee and senior management.
Contract Drafting, Review & Negotiation
Draft, review and risk-assess head contracts, specialist subcontracts, labour agreements, material procurement contracts, design consultancy agreements and supplemental deeds.
With reference to AS 4000/2124, FIDIC, and EPC/design-and-construct models, negotiate key clauses (payment, security, time, dispute resolution) with counterparties and record meeting minutes.
Contract Administration & Variation Management
Establish and maintain contract registers, monitoring key milestones, payment stages, bond expiries and insurance certificates.
Manage site instructions, design changes, claims and counter-claims, ensuring complete approval workflows, records and evidence.
Labour Contract Special Management
Develop and maintain labour contract templates incorporating the Fair Work Act, state/industry Modern Awards, WHS/OHS requirements and the company’s QHSE policies to ensure compliance.
Periodically audit subcontractors’ worker visas/licences, wage payments and insurance compliance to mitigate labour risk.
Document & Seal Management
Classify, code, file and manage hard-copy contracts, electronic versions, correspondence and meeting minutes.
Strictly control the use of contract seals and maintain stamping logs.
Risk Warning & Dispute Resolution
Regularly issue contract-performance risk lists and compliance audit reports, proposing corrective and preventive actions.
Assist the Legal team in preparing contract evidence, expert reports and factual statements for arbitration or litigation.
Cross-department Coordination
Maintain real-time communication with project personnel (PMs, site engineers), procurement staff, designers and consultants to ensure contract information synchronisation and prompt issue resolution.
III. Qualifications
EducationBachelor’s degree or above in Construction Management, Quantity Surveying, Law, Business or related field; Master’s/overseas degree preferred
Experience3+ years of contract management, cost management or project commercial experience in Australian or international construction/engineering
