The Team

You will join a team of highly motivated and collaborative professionals that work in the Funding and Disclosure Reform (FAD) Program. The FAD Program was recently established to implement and deliver enabling capabilities to support the AEC administer legislative amendments to the Commonwealth Funding and Disclosure Scheme (the Scheme) as set out in Part XX of the Commonwealth Electoral Act 1918 (Electoral Act) to increase transparency and accountability in Australia’s electoral system.

The FAD Program is made up of three branches – the Program Management Office Branch, the Regulatory Enablement Branch, and the Technology Delivery Branch – that are working together to uplift the AEC’s regulatory capability and capacity; and design, build and implement a new agile ICT system to support the Scheme.

The Opportunities

We are looking to fill multiple current and future ongoing and non-ongoing Assistant Director vacancies with experienced and collaborative professionals seeking rewarding growth and leadership opportunities across a range of streams. You will work to support the delivery of the FAD Program while providing strategic and operational leadership to ensure Program outcomes are met. You will engage, communicate and negotiate with technical and non-technical stakeholders, including senior leadership, to influence decision making, align priorities and drive successful Program outcomes. You will be empowered to foster a high-performance culture, drive innovation, continuous improvement and collaboration across teams, while providing leadership and guidance to your staff.

Technology Delivery

The technology delivery stream is responsible for building, refining and deploying the ICT solution in partnership with external delivery vendors and internal delivery teams. This includes functional and non-functional testing, user acceptance testing, and deployment activities. This stream provides technical expertise across multiple disciplines (including architecture, security, Azure cloud, Azure DevOps, ServiceNow, enterprise integration, and infrastructure) and acts as an IT enabler for the Program ensuring that the ICT solution is efficiently designed, secure, integrated and deployed.

Program Management

The program management stream is responsible for the oversight and management of Program delivery, ensuring that all elements are working effectively to deliver Program outcomes and realise benefits in alignment with Government expectations. This includes building capacity and capability for the Program through recruitment, procurement and vendor management, and delivering effective governance, assurance, financial management and reporting activities.

Regulatory Enablement

The regulatory enablement stream is responsible for the successful delivery of regulatory framework design and policy implementation to support the AEC’s transition to a large-scale regulator. This includes designing and implementing a new regulatory Division within the AEC with the capability and capacity to deliver the new Scheme. This stream also provides service design, business analysis, workforce planning, change and product management services to support both the regulatory and ICT capability uplift, engaging with high profile stakeholders including political parties, members of Parliament and other Government agencies in these activities.

To excel you’ll have:

Mandatory for all roles

  • Demonstrated experience supporting large-scale business, ICT change programs and/or regulatory reform in the Australian Government context.
  • Highly developed ability to build, manage and maintain relationships with a broad range of internal and external stakeholders and communicate with influence, whilst engaging professionally to resolve conflict and manage sensitivities.
  • Ability to manage high-performing teams to achieve strategic and operational goals within a complex public sector environment. This includes working under limited direction to manage a team of staff.
  • Ability to effectively identify and manage complex risks in a dynamic and multi-faceted environment.
  • Ability to achieve results in a fast-paced, high-pressure environment and within legislative and policy frameworks.
  • Highly developed interpersonal, communication and negotiation skills.

Desirable for Technology Delivery (one or more of the following)

  • Demonstrated experience with ICT operating models and/or implementing SAFe agile project methodology or similar.
  • Demonstrated experience working with external vendors to deliver ICT transformation programs.
  • Strong project and/or program management knowledge and experience including relevant qualifications.
  • Demonstrated experience in supporting the delivery of large-scale bespoke software development projects facilitated by modern cloud hosting arrangements and modern software development lifecycle methodologies.

Desirable for Program Management

  • Demonstrated experience in delivering planning, reporting, governance, assurance, talent acquisition, budget, financial management, procurement and/or vendor/contract management services to support program delivery.

Desirable for Regulatory Enablement (one or more of the following)

  • Demonstrated experience in the development and implementation of regulatory frameworks and policy.
  • Demonstrated experience in workforce planning and analysis and implementing resulting initiatives in the public service environment.
  • Demonstrated experience in service design, business analysis, change management, communications and/or product management.
  • Knowledge of, or ability to quickly gain knowledge of, Australian electoral law and practice.
