Position overview

The Manager, Plumbing Codes and Standards provides expert technical and regulatory advice in the delivery of State Building Surveyor functions, with a focus on developing improvements to national building and plumbing standards, providing strategic advice to the Minister on significant strategic and regulatory issues, binding determinations and analysing trends to develop technical and regulatory solutions.

As a Manager within the Plumbing Codes and Standards team, this role leverages extensive subject matter expertise to deliver a range of activities to support the Office of the State Building Surveyor be influential in driving technical and regulatory improvements to the built environment.

The role involves the provision of technical leadership in plumbing practices. The Manager will contribute to the continuous improvement of plumbing standards and legislation in Victoria and the resolution of complex issues through analysis, thought leadership and the provision of expert advice and problem solving.

This role will be responsible for the implementation and/or ongoing delivery expert advice, policy and strategy responses relating to matters impacting the sector.

What we are looking for:

  • Licenced as a plumber in main classes of plumbing work under Part 12A of the Building Act 1993.
  • Advanced knowledge and practical application of the plumbing industry and regulatory framework, including the Building Act, Plumbing Regulations and National Construction Code and other relevant legislation in Victoria and/or other Australian jurisdictions.
  • Demonstrated strong experience in developing and implementing strategic plans and delivering programs that achieve strategic outcomes.
  • Makes rational and sound decisions based on a consideration of the facts and alternatives; makes tough decisions, sometimes with incomplete information; evaluates rational and emotional elements of situations; makes quick decisions where required; commits to a definite course of action.
  • Identifies and manages a range of complex and often competing needs; identifies issues in common for one or more stakeholders and uses them to build mutually beneficial partnerships; finds innovative solutions to resolve stakeholder issues.

The Victorian Building Authority (VBA) is the primary regulator of Victoria's building and plumbing industries, ensuring compliance with relevant laws that protect the Victorian community and promote confidence in the built environment. The VBA manages practitioner registration, monitors industry standards, and enforces compliance through inspections, investigations, and audits. It also supports industry professionals by providing guidance, education, and resources to uphold safety, durability, and sustainability in building and plumbing work.
