The Team

The Indigo Program Management Office Branch (IPMO) sits within the Enterprise Transformation Group (ETG) in the Australian Electoral Commission (AEC). ETG is responsible for planning, designing and delivering the Election Systems Modernisation Program (the Indigo Program) and the agency’s transformation agenda.

The Indigo Program is a once in a generation modernisation program to improve election and roll management services. This role will contribute to a broad program that will position the agency to implement a significant uplift in their service delivery.

The Indigo Governance and Assurance team within the IPMO is responsible for ensuring the Indigo Program is delivered in accordance with good program management, governance and assurance practices. The Governance function in the team delivers high quality governance and secretariat services to support the Indigo Program in achieving effective and efficient decision-making. Both the Senior Program Governance Officer and Program Governance Officer will play a vital role in the team in ensuring the smooth operation of the secretariat functions for the Program governance committees, as well as meeting the Program’s reporting requirements internally within the agency and to external stakeholders (including Department of Finance and the Digital Transformation Agency).

This role offers an opportunity for the successful candidate to assist with the championing and continuous improvement of the AEC’s Program management.

The Opportunities

We are seeking a collaborative, self-motivated and result-driven Senior Program Governance Officer and Program Governance Officer to join the Governance function. This exciting opportunity allows you to gain further skills in supporting program committees to deliver results and provides a rare insight to executive strategic discussions and decision-making.

Senior Program Governance Officer

The Senior Program Governance Officer will have the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work. They will exercise both initiative and sound judgement in undertaking a range of strategic planning, co-ordination, and reporting activities required to support successful management of the Program.

The Senior Program Governance Officer will assist the Assistant Director in providing governance support to the administration of the Program’s Governance forums, applying strategic thinking when meeting internal and external reporting obligations and providing accurate specialist advice to promote and maintain best practices. They will be responsible for providing secretariat services, including providing quality review of papers, management of decision and action item registers and development of meeting minutes. They will also be responsible for the development, preparation and maintenance of high-quality program documentation including forward work plans, briefings, decision papers, presentations, plans and reporting artefacts. This will require preparation and review of documentation, analysis and advice – all completed to a high quality and within prescribed timeframes.

This role will involve facilitating strategic activities for the Program, requiring engagement with a variety of stakeholders at all levels of seniority. The Senior Program Governance Officer will have excellent relationship management skills, forming and maintaining positive working relationships across the Enterprise Transformation Group and the agency. The Senior Program Governance Officer will also have a considerable level of stakeholder engagement, and will be required to proactively identify, anticipate and respond to stakeholders’ needs and expectations to achieve outcomes. The Senior Program Governance Officer will be accountable to set work priorities, manage workflow and resources, and escalate issues to the Assistant Director as required. They will build team capacity through coaching and feedback and will review and develop the quality of work undertaken by others within the team.

Program Governance Officer

To excel you’ll have:

  • Excellent written and verbal communication skills, and the ability to use the appropriate medium to convey messages to a wide range of audiences.
  • Strong attention to detail and experience in managing quality assurance (writing, editing and proof reading) of high volumes of written documentation, presentations and briefs.
  • Experience working effectively to manage competing priorities, with an ability to remain calm under pressure and respond flexibly to change and uncertainty.
  • Analysis and investigative skills, gathering information from a variety of sources, exploring new ideas, identifying opportunities for continuous improvement.
  • Ability to operate effectively in a team, working with colleagues to achieve outcomes.
  • Confidence and professionalism, with the ability to effectively collaborate and negotiate within the Indigo Program and at times within the broader agency, and at all levels of seniority.
  • Proven ability to make sensitive and complex decisions using professional judgement within legislative parameters and delegated authority.
  • Self-motivation and a results-oriented outlook, together with the proven ability to achieve results.
