The Team

The Indigo Program Management Office Branch (IPMO) sits within the Enterprise Transformation Group (ETG) in the Australian Electoral Commission (AEC). ETG is responsible for planning, designing and delivering the Election Systems Modernisation Program (the Indigo Program) and the agency’s transformation agenda.

The Indigo Program is a once in a generation modernisation program to improve election and roll management services. This role will contribute to a broad program that will position the agency to implement a significant uplift in their service delivery.

The Indigo Governance and Assurance team within the IPMO is responsible for maintaining oversight of the Indigo Program and ensuring the program delivers outcomes to meet the strategic goals of the agency and the deliverables committed to government. The team defines, develops and implements fit-for-purpose governance and assurance strategies, frameworks and artefacts, and assesses the Program’s performance through various program and quality management activities. The team is also responsible for ensuring the Indigo Program meets its external reporting obligations to the Department of Finance and Digital Transformation Agency.

You will operate in a fast paced, dynamic environment, working closely with Directors, Assistant Commissioners, First Assistant Commissioners, and all areas across the Enterprise Transformation Group. This role offers an opportunity for the successful candidate to assist with the championing and continuous improvement of the AEC’s Program management.

The Opportunities

We are seeking collaborative, self-motivated and result-driven Senior Program Management Officers to join the Program Quality and Assurance Management team within the IG&A Section. This exciting opportunity allows you to gain further skills in program management and ensuring programs are delivered within best practice standards and achieve agency and government outcomes.

The Senior Program Management Officers will have the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work. They will exercise both initiative and sound judgement in undertaking a range of activities to support the effective and efficient functioning of the Indigo Program.

The Senior Program Management Officers will support the Assistant Director in developing and maintaining fit-for-purpose governance, assurance and quality management strategies, frameworks and artefacts. They will also assist in driving the consistent implementation of these and ensuring the Indigo Program adheres to the agreed processes and practices.

These roles entail research, benchmarking and application of better-practice approaches fit for large-scale government programs, preparation and review of high-level documentation, and the provision of professional advice to support and advise other teams and senior executives on existing agreed protocols and on identified areas for continuous improvement. The Senior Program Management Officers will support uplift across the Indio Program in auditing, assurance, governance and quality management practices, ensuring the Indigo Program delivers agency and government requirements, and is well positioned for external reviews and audits, including the Department of Finance Gateway Reviews.

The Senior Program Management Officers will be accountable to set work priorities, manage workflow, and escalate issues to the Assistant Director as required. These roles involve facilitating strategic activities for the Indigo Program, requiring regular engagement with internal stakeholders at all levels of seniority. The Senior Program Management Officers will have excellent relationship management skills and will be required to proactively identify, anticipate and respond to stakeholder’s needs and expectations to achieve outcomes.

To excel you’ll have:

  • Excellent written and verbal communication skills, with the ability to use the appropriate medium to convey messages to a wide range of audiences. This includes strong attention to detail and experience in managing quality assurance (writing, editing and proof reading) of high volumes of written documentation, presentations and briefs.
  • Strategy review and development capabilities, to evolve program governance, assurance and quality management in an agile program delivery environment, including regularly reviewing Program performance and proactively raising risks and issues.
  • Analysis and investigative skills, gathering information from a variety of sources to analyse and support development of new approaches, reporting, assurance and auditing activities, as well as exploring new ideas and identify opportunities for continuous improvement.
  • Research skills, with the ability to provide strategic advice to executives on governance, assurance and quality management matters to support efficient decision-making and delivery of the program.
  • Experience working effectively in a team to manage competing priorities, with an ability to remain calm under pressure and respond flexibly to change and uncertainty.
  • Confidence and professionalism, with the ability to effectively collaborate and negotiate within the Indigo Program and at times within the broader agency, and at all levels of seniority.
  • Proven ability to make sensitive and complex decisions using professional judgement within legislative parameters and delegated authority.
