Network Design & Integration is a Group within the Department of Transport and Planning and is responsible for delivering transport priorities through the development, delivery and maintenance of an integrated pipeline of projects supporting the Major Transport Infrastructure Program, and to plan Victoria's rail network.

Assets and Engineering is a Division in the Network Design & Integration Group and is responsible to enable a safe, resilient and fit-for-purpose Victorian transport system through whole of lifecycle decisions based on systematic and disciplined technical excellence.

Transport Assets' purpose is to maximise the value of the Victorian transport system by driving an integrated, whole-of-life asset management approach to the state's assets across the transport portfolio.

About the Role

The Asset Data Management Officer is a position that sits in the Asset Intelligence Branch of the Assets and Engineering Division. The role actively supports at a project level the establishment and ongoing implementation, management, business reporting, assurance and continuous improvement of the transport asset data acquisition and assessment methodology necessary to achieve the efficient and timely delivery of requested asset data sets to the Asset Information Function.

The role will also support the establishment and execution of key data validation processes and documentation associated to transport assets data collection projects, conduct and coordinate the data validation assessment and refinement activities with internal and external stakeholders, project support in meetings and project documentation. The position will require significant engagement with internal and external stakeholders across the Department of Transport and Planning (e.g., asset management, enterprise data management, Transport services).

The role will ensure all asset data sets acquired meet the stated quality requirements for each specific asset data set request.

The Asset Data Management Officer role will require an active hands-on approach to achieve the position outcomes.

Position Outcomes / Accountabilities

  • Effective Team Participation - The incumbent understands their role, areas of specific responsibility and the wider services to be provided by the Asset Data Acquisition Function within the Asset Intelligence branch and actively participates as an engaged and effective team member to meet these requirements. As an effective project team member, the incumbent is engaged with high levels of cohesion and commitment and is delivering on the services required.
  • Project Management & Delivery - Under broad direction, the incumbent actively contributes to the successful project management and delivery of various asset data collection projects, including the scope, time, cost and quality management. Key contributor to contract evaluation and technical oversight, review, verification, and acceptance of project deliverables prior to provision to the Asset Information Function for ingestion into the relevant Asset Data Platform for use by other parties. Routinely prepares data quality report and project status report in accordance with the Department of Transport and Planning requirements.
  • Asset Data Acquisition Requirements Quality - The incumbent understands asset condition inspection (or other inspections), ensuring inspection accuracy and in compliance with Safe Work Procedures, adhered to relevant manual and standards (e.g. Road Structure Inspection Manual, Bridge Maintenance & Repair Manual, Austroads Standards). Additionally, the incumbent supports the implementation of an agreed quality control / assurance process for applicable projects to ensure data provided to the Asset Information Function meets all quality requirements as originally specified. This will include the efficient engagement with both the asset data acquisition party and the appropriate Department of Transport and Planning Subject Matter Experts or other parties to provide any necessary assurance functions in addition to those being provided by any party undertaking the physical asset data acquisition activities. Recommends / implements changes as appropriate to optimise the quality control / assurance process.
  • Effective Stakeholder Engagement - The incumbent has established and maintained key relationships, communication and collaboration with necessary transport stakeholders, consultants and contractors to facilitate the efficient access, collection, analysis and agreement on effective collection and verification of asset information. Delivery of high-quality presentations and project reporting to project stakeholders, including data governance working group.

Key Selection Criteria

The DTP is seeking a proactive professional skilled in continuous improvement, project delivery, and data literacy. The ideal candidate will leverage existing systems to drive innovation and efficiency, coordinate and monitor project tasks, and ensure business operations are cost-effective. Proficiency in advanced Excel, data visualization, and clear communication is essential, alongside the ability to engage stakeholders effectively and maintain strong relationships.

Qualifications and Experience

Mandatory

  • Bachelor's degree in Civil Engineering or Data Management or a related field.
  • Project Delivery / Contract Management experience including working with procured third-party Contractors under a recognised quality system framework.

Desirable

  • Experience in conducting wide range of condition audits on transport assets (or other inspections), ensuring accuracy and compliance with Safe Work Procedures.
  • General Industry experience working within current road and / or rail transport industry infrastructure.
  • Experience in asset data acquisition and/or asset information & knowledge management, including compliance with documented governance requirements under a recognised quality system framework.
  • Hands on use of current business systems for Project, Procurement and Contract Management
