About the role

We have an exciting and unique opportunity for a Team Leader – Integrated Program Management Office to join Icon Water.

This role has primary responsibility for leading Icon Water’s Integrated Program Management Office (IPMO) to support the effective and efficient delivery of engineering infrastructure delivery programs including the Major Projects Delivery Program, the Network Project Delivery Program and the Professional Engineering Services Program of work.

The IPMO also provides critical program governance support across other projects including Information Technology (IT), maintenance, operations, facilities, corporate projects and other non-standard projects through its role as custodian of Icon Water’s Investment Planning and Delivery (IPaD) framework on behalf of the Investment Review Committee (IRC).

Key Responsibilities

Key responsibilities of the role include but are not limited to:

Develop, lead and mentor a multi-disciplinary Integrated Program Management Office (IPMO) to provide and ensure comprehensive governance and assurance support to all projects and project related activities across Icon Water.

Develop and implement a strategic and capability development plan for the IPMO, with consultation from key stakeholders and Program Delivery Managers, to ensure the IPMO provides relevant and value-add services to support the effective and efficient delivery of those programs.

Lead and oversee program controls activities to effectively monitor and report on program performance including improvements to reporting based on stakeholder requirements and feedback.

Support Program Delivery Managers to ensure integrated processes, comprehensive governance and reporting, KPI management, risk management, realisation of program benefits and ability to demonstrate prudency and efficiency. Ensure the IPMO supports and integrates the synergies across following programs for maximum effectiveness and efficiency:

Major Projects Delivery Program (MPDP)

Network Projects Delivery Program (NPDP)

Professional Engineering Services Program (PESP)

5. Drive the implementation of program and project review and lessons learnt activities, and implementation of resulting actions.

6. Manage and develop long term strategies for relevant information management solutions, including the Project Management Information System (PMIS) and associated change management and transition activities.

7. Manage the adherence to, and continuous improvement of, the Investment Planning and Delivery governance framework (IPaD), including ownership of framework artefacts

8. Oversee all secretariat and administrative functions of the IRC including, but not limited to:

Registration of papers

Quality assurance

Minutes, actions and agendas

Associated communications (pre and post meetings)

Write and coordinate Executive and Board papers on behalf of Infrastructure Services Group management

9. Lead Infrastructure Delivery’s involvement in regulatory submission and reporting

10. Provide contributions to enterprise reporting including but not limited to, annual reports, estimates committee, Executive briefing notes and Executive Committee papers on behalf of Infrastructure delivery or ISG

11. Lead the development of a continuous improvement program across end to end Infrastructure Delivery capability, processes, templates and systems.

12. Lead the development of program wide change and communications plans with internal and external stakeholders on all programs to nurture alignment, integration and a high performing culture.

13. Proactively identify, scope and prepare business cases for opportunities to improve in conjunction with stakeholders across ISG

14. Other duties within the employee’s skill, competence and training

Our ideal candidate will possess:

Tertiary qualification in project management or equivalent (e.g. engineering)

Extensive experience (5-10 years +) in leading and establishing a Program Management Office, Program Governance and/ or Program Controls for large and complex programs of work

Demonstrated experience driving continuous improvement and implementing workplace change

Experience in leading, and managing a multi-disciplinary team with skills to inspire and motivate others to achieve organisational objectives

Experience in influencing and communicating (both oral and written) at all levels of management and with internal and external stakeholders

Extensive experience and proven knowledge of project management methodologies in line with the project management body of knowledge (PMBOK)

Knowledge of design and construction project management best practice.

Demonstrated advanced experience of Microsoft Office suite including Project Professional and SharePoint
