Public Sector People are working with a Queensland State Government Department to recruit an AO7 Principal Governance Officer with experience working within the Public Sector.

This is a 3 Month Contract Opportunity with a possible extension available.

About the Role:

As a Principal Governance Officer, you will be instrumental in enhancing the departments financial governance capability. You will lead the development and delivery of key financial governance, policy, and process initiatives, playing a critical role in ensuring the department meet statutory obligations, adhere to government policy, and champion best practice financial management.

Your Key Duties and Responsibilities Will Include:

  • Preparing the CFO Assurance Framework, CFO Assurance Report, and supporting documentation for the Audit and Risk Committee (ARC) and the CFO.
  • Managing the Internal Control Self-Assessment (ICSA) process, including survey preparation, collation, analysis of responses, and reporting results to senior management.
  • Designing and reviewing internal controls, reporting findings, and driving the implementation of improvement opportunities in collaboration with stakeholders.
  • Conducting other assurance activities as required and providing quarterly updates to the ARC and the CFO.
  • Developing, implementing, and maintaining our department's Financial Management Practice Manual (FMPM) and related policies, procedures, and guidelines.
  • Staying informed of Whole of Government (WoG) financial policy changes (directives, guidelines, and relevant legislation).
  • Developing new departmental policy documents and updating existing ones to align with WoG policy changes, ensuring our policy framework remains current.
  • Assessing new financial delegation requests and conducting regular reviews to ensure delegations are appropriate and up-to-date.
  • Offering accurate and actionable advice to Business Groups and other stakeholders, ensuring appropriate training and support is available.
  • Proactively following up on outstanding actions to ensure timely delivery of results.
  • Solving problems creatively and communicating persuasively to gain acceptance of solutions across diverse audiences.
  • Fostering a culture of continuous improvement by promoting high-quality work supported by robust quality systems.
  • Presenting clear, concise reports and information based on sound interpretation.

  • Leading and Supervising the Governance and Compliance Team.
  • Supporting the Manager, Financial Governance and Operations: Assisting with the day-to-day management of the team's tasks.
  • Contributing to Projects: Participating in various projects and ad hoc tasks as directed.
  • Undertaking Other Duties as Required.

Your experience in developing and implementing financial policies and frameworks will be invaluable in this role. You are a natural leader with the ability to motivate and guide a team.
