ABOUT THE OPPORTUNITY

The Procurement Business Partner is responsible for the provision of expert probity advice and leadership to ensure an integrated, streamlined procurement function with a focus on good governance, risk management and compliance.

The Procurement Business Partner collaborates with teams across the organisation to provide support, guidance and coaching to improve organisational capability and drive continuous quality improvement.

THE ROLE

Lead procurement projects and activities ensuring the application of strong governance and risk management practices.

Drive the timely delivery of performance reporting to the Executives, Board, and Board Committees.

Provide supervision, mentorship, and leadership to improve and uplift the quality of the procurement function and build organisational capability and capacity.

Demonstrate and exemplify excellent engagement skills, including the ability to convey complex advice to internal and external stakeholders.

Influence at all levels of the organisation by providing subject matter expertise and guidance on best practice in procurement and contract development.

Demonstrate consistent and sound technical skills in the management, advice, and support of procurement projects and other compliance projects as required.

Strong independence, advanced critical thinking skills, and the ability to set and meet targets related to own deliverables and the deliverables of direct reports, projects, and activities.

Maintain an agile mindset and the ability to effectively reprioritise to allow for urgent and unexpected requests including undertaking probity compliance audits, and development and modification of processes to meet changing requirements.

Mentor, coach and support direct reports in the performance of their duties, monitoring and providing appropriate feedback in accordance with NT PHN policies and procedures.

Ensure that procurement activities and initiatives are aligned with operational needs and business processes and strategic priorities.

ABOUT YOU

Knowledge or training equivalent to a relevant Certificate IV and/or an equivalent combination of relevant experience and/or education/training

Proven advanced knowledge of end-to-end procurement processes including the principles of probity, ethics and due diligence preferably in a commissioning for health services context.

Demonstrated knowledge of good corporate governance and risk, particularly as they relate to procurement and contracts

Demonstrated experience in project management and/or the coordination of tasks across multiple stakeholders, and excellent attention to detail and demonstrated ability to manage conflicting priorities and deadlines.

Ability to work collaboratively across branches, external stakeholders and service providers to build strong and trusting relationships, maximise outcomes, reduce duplication, ensure organisational integration and efficiency.

Demonstrated experience in business process documentation and peer to peer education and training.

Ability to work independently, demonstrating clear accountability, a goal setting mindset, planning and prioritisation skills and advanced critical thinking and problem-solving skills.

Excellent attention to detail with proven strategic thinking skills and judgement to identify and respond to complex matters through well considered organisational responses.

Advanced stakeholder engagement skills with the ability to influence decision making and to lead individuals and groups effectively to make critical decisions.
