Program Works Site Supervisor

Responsibility Statement
Under limited direction from the Regional Manager, the Program Works Site Supervisor is responsible for the effective delivery of direct management/supervision of MPW works mandated by client SDP.
The Site Supervisor is an integral member of the contract team and is directly responsible for ensuring works completed on properties align to SAHA standards and requirements. The Site Supervisor will manage the selection and monitor the performance of all subcontractors and ensure the terms and conditions of subcontractor agreements are met, ensure that services are delivered smoothly and consistently across the contract and facilitate improvements to the delivery of contracted services.
The Site Supervisor will need to manage and delivery the client mandated Program Works service delivery program and ensure all works undertaken on properties are completed within contractual timeframes.
The Site Supervisor is responsible for undertaking the program works assessment/Scopes. It is vital scopes are completed with high degree of accuracy as zero variation tolerance permitted by SAHA.
The Site Supervisor will have strong negotiation and communication skills, both oral and written. Monthly reporting and analysis of information will need to be undertaken. They will be able to prioritise tasks & carry out those tasks in a way that maximizes productivity and mitigates contract risk.
The Site Supervisor also has overall responsibility for the bid preparation and successful on-time on-budget delivery of Works. This includes the accountability for estimate accuracy, management and coordination of resources (internal or external), successful project delivery and client satisfaction.
Scope of accountability may include, but is not limited to:
Supervising planned or project work to Tenanted Properties.
Supervising works to SAHA or Community Facilities.
Supervising works to Community Housing Properties.
Undertaking Quality & Compliance Audits of the above scope services.
Undertaking Condition & Asset Audits.
Ensuring delivery of services are aligned to contractual & legislative requirements
Management docket workflow
Carry out accurate MPW scopes – zero variations
They will understand that they will be performance managed against key productivity targets and are accountable for the quality of services they manage.
From time to time the Site Supervisor may be asked to temporarily fulfill the duties of the RM, or of another more senior position. Such secondments will be on current Site Supervisor terms and conditions except where the duration of the secondment is expected to last more than one month, in which case allowances for additional responsibilities may be offered by the Contract Manager.

Qualifications Required
Relevant Trade License or suitable practical experience.
Experience Required
Technical and commercial competencies in domestic building.
Experience in working with SAHA or similar experience.
Experience in prioritizing and managing multiple projects.
Experience in OH&S management on site.
Expertise, Personal Skills & Knowledge
Experience in the domestic building industry.
Experience in formulating “Scopes of Work”
Knowledge of work planning and scheduling procedures.
Experience in the supervision and monitoring of subcontractors and suppliers.
Financial skills appropriate to manage high volume maintenance contracts including managing works to a set budget.
Proven ability to prepare reports and gather/maintain data.
Full understanding of OH&S regulations.
Familiarity and understanding of domestic building statutory obligations, codes of practice, Building Code of Australia and Australian Standards.
Highly developed communication and interpersonal skills.
Ability to read and interpret technical drawings and specifications.
Experience with quality systems.
Experience in managing client relations
Experience in dealing with the general public and preferable with LAHC tenants
Key Result Areas
Provide technical knowledge in formulation of a “scope of works” ready to be tendered within specified timeframes with zero variation allowance
Ensure all SAHA properties are compliant on completion of works per contract specification
Tenant Satisfaction
Provide a Risk Assessment with all work orders to ensure the safety of all persons entering site
Efficiently manage the day-to-day delivery of maintenance services through the effective supervision of subcontractors & direct delivery teams
Effectively communicate with stakeholders to ensure maintenance requirements are met
Prepare inspection and test plans as required
Undertake 100 % final inspection of completed works
Manage quote and negotiation process
Undertake property condition assessments as directed
Validate works invoiced batches that have been claimed by subcontractors
Provide technical advice to LAHC personnel as required, to ensure best value for money is
achieved
Monitor and ensure that subcontractors comply with all health, safety and environmental policies and procedures
Undertake regular and on-going assessments of subcontractor’s performance
Reports on progress/completions of works daily
Adhere to and promote the Company’s quality and business system
Monitor and report upon financial expenditure
Manage SDP programs and deliver within required timeframe

Performance Standards
Performance Standards will be measured based on the Key Result Areas list above, identifying levels of standards with a measurable outcome. Performance Standards are described in the accompanying performance standard document and will be discussed on the commencement of employment.
Work Environment
A valid unconditional driver's license is mandatory for this position. An office desk in a modern air-conditioned office will be available if required. A Mobile phone for business purposes is provided. The company will additionally provide a ATIZ uniform, and this is required to be professionally worn at all times whilst on duty.
Supervisory Authority
In this role the employee is required to oversee subcontractors and suppliers in the delivery of a variety of services.
Salary Guide
This role attracts an annual salary inclusive of statutory superannuation and all loadings.
Indicative Hours
This is a salaried position operating in a dynamic service environment. As such operational conditions and client demands will dictate hours of work. In addition to the core business hours of 8am - 5.30pm, Monday-Friday and occasional evening or weekend work may be required to complete the duties of this position.
Physical Demands
The demands of this role include: the ability to operate a motor vehicle and involves a high level of mobile phone usage. A capacity to meet the demands of contractual requirements and the ability to liaise and negotiate with subcontractors and suppliers. Treat LAHC tenants, tenants' home and personal property with due care and respect at all times.
Unique Features of Position
Work Supervisors are given a portfolio of properties in a defined area to supervise. This may be Vacant properties, tenanted properties, disabled modifications, property condition assessments, planned, programmed or project works. The occupant of this position will be expected to rotate to other areas of the portfolio as directed.
