Seaspray Reserve Management Committee are seeking an onsite manager position for a caravan park located on the ninety mile beach at Seaspray approx. 27km - 20 minutes from Sale in Victoria. The park was established as a new park in 2013 and caters for mainly tourism. The mixed use park offers a range of accommodation options including cabins and powered sites and 12 month permit holders. The park has some 238 large powered sites. Approx. 61 of the sites are occupied by owner built modern holiday cabins (12 month permit holders.). There are no permanent residents in the park. Two (2) sites are occupied by cabins owned by the park and are for tourist booking and use. The park is located on crown land and managed under a committee of management appointed by DEECA. The park has peak periods during January as well as at Easter and long weekends. It is a “go to” destination park.

The Caravan Park Management position is suitable for individuals or a couple capable of fulfilling the Caravan Park Management role.

The objectives of the Caravan Park Manager’s position are to:

• Manage the Caravan Park as a total unit with a focus on a high level of customer service and delivering quality services within budget;

• Oversee and deliver park management, maintenance, accommodation and customer service and office administration;

• Ensure that accommodation, amenities, facilities and surrounds are maintained and presented to a clean, well maintained and high standard reflecting the needs and expectations of customers.

Primary Responsibilities

The Caravan Park Managers key responsibilities of this position include:

• The role is a ‘hands-on’ position requiring performance of administration duties, maintenance duties and other duties as required to ensure the completion of work assignments;

• Directly manage the operations of the Caravan Park, within parameters as set out in the Management Agreement as approved by the Seaspray Reserve Management Committee. NOTE. The Management Agreement will be finalized after appointment and approval of salary with successful applicant for his/her perusal and legal advice, before signing;

• Ensure a strong customer service focus is maintained by staff at all times, placing the customer’s needs first, whilst balancing the accommodation requirements of all park customers;

• Supervise and provide leadership to all staff. Currently 2 part time staff – cleaner as well as an office assistant during busy periods if required. Time sheets weekly to Seaspray Reserve Management Committee appointed book keeper via manager for payroll preparation and payment in accordance with relevant Award;

• Provide training to staff, as required, in all aspects of their duties;

• Ensure that the accommodation, amenities and grounds, park entry, office and residence are at all times presented to a high standard of cleanliness with attention to detail;

• Perform frequent inspection of park assets, amenities, surrounds and facilities to identify maintenance requirements, risk minimisation and presentation improvements;

• Maintain on-site accommodation buildings, furniture and fittings, assets and surrounds so that they are in excellent and safe working condition;

• Prioritise maintenance work and establish annual, monthly and fortnightly work schedules;

• Report on infrastructure work requirements – new or maintenance – (which are of an amount in excess of that set out in the management agreement which the manager can expend without referral), to the Seaspray Reserve Management Committee appointed Caravan Park’s Infrastructure Coordinator. The role of the Infrastructure Coordinator is to assess such report and as necessary, refer same to the Seaspray Reserve Management Committee;

• Respond to and assist with emergency calls and after hours calls for both maintenance and reservations;

• Conduct banking and software specific financial reconciliations; liaise directly with the Committee Treasurer and assigned Book-keeper for payment of all suppliers and staff payroll. A 2 step authorization in place for all payments;

• Ordering, stock and inventory control of caravan park consumables;

• Supervise service contractors and monitor standards e.g. garbage;

• Ensure appropriate security services are provided. The role may be shared between the Caravan Park Management and external contractors;

• Preparation of and distribution to 12 month permit holder’s, their annual agreement pack and ensure completed return of same within required timeline.

• Enforce the Park’s conditions of occupancy, and (if necessary), evict site holders who breach the conditions;

• Contribute to the Park’s upgrade planning and implementation process, including improvements to service delivery, amenity and on-site accommodation and financial performance;

• Ensure the Park is fully compliant with all OH&S policies and legislation and all work is completed safely;

• Act as the Park Fire Warden

Selection Criteria Essential:

• Proven ability to provide a high level of customer service.

• Proactive, with excellent organisational skills.

• Possess excellent communication and interpersonal skills including.

• The ability to communicate with a broad range of people.

• Excellent written and verbal communication skills.

• Experience in successfully managing and meeting budgets.

• Possess sound computer skills, including the RMS reservation and office management systems.

• Practical maintenance/handyman and/or other skills relevant to caravan park management.

Qualifications and Experience

• Proven and relevant skills and experience to be competent in managing all aspects this caravan park;

• Current driver’s licence is required.

Terms and Conditions of Employment

Salary: Circa $170,000 annually. A total remuneration package will be negotiated commensurate with background and experience.

Status: Full Time

Term: After a probationary period of 6 months and following a joint review prior to the cessation of the 6 month probationary period and subject to the outcome of the review, a three (3) year management agreement will be offered with the opportunity for a three (3) year extension following a joint review prior to the cessation of the first three (3) years of the agreement. A copy of the management agreement will be supplied with the letter of offer.

Appointment to this position is subject to the successful applicant being able to provide a current National Police Check Certificate and a Working with Children Certificate.

Special Characteristics

• The Caravan Park Managers are expected to work such hours as are necessary to carry out the functions of the position, though there will be some flexibility according to demands and other staff inputs. A roster based on an agreed work plan will be negotiated with the successful candidate.

• Weekend and after-hours work will be required.

• Annual/extended leave cannot be taken during the peak period of November to Easter.

• The position will have a 6 month probationary period.

• The Caravan Park Managers must occupy the residence provided within the park. Seaspray Reserve Management Committee will be responsible for all charges for gas, electricity and firewood. You will be responsible for your own private telephone expenses.

• A vehicle will be provided for work use.

Seaspray Reserve Management Committee or delegate.
