Pay rate: $166.50/hour plus superannuation

About the Role

The ICT Programme Delivery and Governance Director will lead a major programme of work supporting the ACT Government's digitisation strategy, business transformation, and renewal initiatives.

Reporting to the Chief Information Officer, the Director will oversee the successful delivery of programme objectives, ensuring alignment with the Digital Transformation Strategy. The role focuses on driving transformative change through digital capabilities, requiring strong change management and business transformation expertise.

Key Responsibilities

• Provide strategic oversight and lead delivery of the programme and key ICT initiatives, adhering to the ACT Government’s P3M Framework and Managing Successful Programmes (MSP) methodology.
• Define programme requirements, establish user expectations, and analyse stakeholder interests.
• Ensure benefits realisation and business outcomes align with the Digital Transformation Strategy.
• Manage and control programme delivery, resources, and budgets.
• Report programme progress to governance boards.
• Collaborate with campus renewal teams for project integration.
• Oversee procurement processes in line with ACT Government guidelines.
• Directly supervise staff.

Skills and Experience Required

• Proven experience delivering complex technical projects and programmes using recognised methodologies.
• Strong leadership in scoping, managing, and delivering complex programmes.
• Expertise in leading organisations through change.
• Strong skills in building and maintaining strategic partnerships with executive stakeholders.
• Excellent written communication, including programme documentation.
• Qualifications in project or programme management, or extensive senior-level experience in a public service environment, are highly desirable.
• Experience leading business change at a senior level within a public service environment is highly desirable.
