The position is based at Richmond, situated 500km west of Townsville on the Flinders Highway in North West Queensland. The Shire of Richmond is approximately 26,000 square kilometres. Richmond is a hive of activity during tourist season (April to October), and there are regular community events, rodeos and races, providing year round fun and entertainment. A large recreational lake is used for water sports, while the numerous park areas provide cool grassy spots to rest awhile. The surrounding region has all the beauty and dramatic landscapes of the outback.

About the role

Richmond Shire Council is seeking the services of a Town Services Supervisor to liaise with the Director of Works, to develop, implement and review the annual town services works program. This will involve sourcing and coordinating staff, contractors and resources as appropriate to achieve the program; and to apply horticulturalist and landscaping knowledge to enhance and aid sustainable management of public areas.

Benefits and perks

Council will offer a starting salary of $79,000. Subsidised Council accommodation and relocation assistance of up to $10,000 may also be available if required.

Key Duties and Responsibilities

Key duties and responsibilities include, but are not limited to:

Develop, implement and review the annual town services works program to develop and maintain the Shire’s parks, gardens and public areas, taking into consideration calendar events, budgets, and other requirements.

Supervise the operations of the town services team including coordinating staff, trainees, apprentices and resources, and managing the record-keeping, inventory, finance and purchasing functions.

Organise the team to assist in the maintenance of all Council assets in the town area.

Ensure that all works performed by the team comply with the works program, service standards, quality standards, other applicable Council requirements, and legislative requirements including workplace health and safety.

Be a leader to all staff, striving to set expected standards and behaviours and encouraging a culture of productivity, efficiency and inclusion.

Foster the team’s pride, motivation and diligence for the work performed, developing and encouraging their capabilities, interest and enthusiasm.

Liaise with the Director of Works to develop, implement and review appropriate service standards for works to be performed.

Liaise with the Director of Works to develop, implement and monitor the Town Services budget.

Liaise with the Director of Works to participate in the development, implementation and monitoring of formal planning including the Operational Plan and Corporate Plan.

Implement Traffic Management Plans and design Traffic Management Plans as authorised.

Cultivate plants in the Council nursery.

Research and initiate treatment and general care (e.g. fertilising) for the various plants and lawn areas as appropriate to maximise plant/lawn health as economically suitable.

Perform landscaping and construction design and planning for new projects.

Perform hands-on work as required to assist the team in achieving its objectives, including undertaking labouring duties, and the operation of small plant or large plant as qualified.

Source and obtain materials and services from Stores and external suppliers as appropriate and as delegated.

Ensure that the Town Services depot area is maintained in a tidy condition with appropriate storage of materials.

Ensure that the Town Services plant and vehicles are maintained in a tidy condition, with appropriate servicing of plant/vehicles (including performance of pre-start checks).

Investigate, resolve and report complaints from customers and members of the public as appropriate.

Maintain current knowledge of industry developments and trends.

Perform administration and record-keeping duties, including completing timesheets, submitting requisitions, recording resource use, preparing correspondence and reports, and maintaining electronic records.

Perform tool-box talks and Take 5s with staff and participate in other meetings as required.

Perform staff inductions (including for plant maintenance and operations as required), on-the-job training, and arrange external training as appropriate in liaison with the Safety & Compliance Officer.

Assist with recruitment and selection processes.

Assist with or otherwise develop, review and implement policies, procedures, systems, processes and internal training for the section.

Perform staff performance reviews and undertake performance management as appropriate and in liaison with higher management.

Liaise with personnel regarding community service programs.

Provide excellent customer service to internal and external customers.

Effectively and proactively perform as a member of both the immediate team and corporate team, including willingness to assist outside the direct area of responsibility.

Contribute to the continuous improvement of Council’s policies and processes.

Undertake continuous improvement of all aspects of personal work performance.

Complete other duties as required, which may be for other work sections of Richmond Shire Council.

Skills and experience

Minimum Certificate III in Parks and Gardens, Horticulture or Arboriculture or willingness to obtain

Certification of Traffic Control training, or willingness to undertake and complete this training.

Traffic Management Level 2 statement of attainment, or willingness to undertake and complete this training.

Agricultural Chemical Distribution Control (ACDC) licence or willingness to undertake and complete this training (if the legislation requires an ACDC licence for the work performed).

National White Card or Queensland Blue Card – Construction Industry Induction Certification.

Minimum requirement of a current class C Manual driver’s licence.

Demonstrated experience in the commercial development and maintenance of parks, gardens and public spaces.

Demonstrated experience in supervising a team including planning works to be performed and monitoring the achievement of the works.

Demonstrated sound knowledge of quality standards and legislation relevant to small construction works, management of a landfill, and animal management, or the ability to rapidly acquire this knowledge.

Sound level of interpersonal skills, including demonstrated experience in liaising effectively with a variety of stakeholders.

Sound level of keyboard and computer skills including sound working knowledge of the Microsoft Office Suite, and the ability to rapidly acquire knowledge of corporate programs (e.g. Practical).

Demonstrated organisational ability including the ability to perform short to long term planning, and coordinate the workload of self and others to achieve objectives within timeframes and budgets.

Desirable:

Vocational qualifications in supervision or management will be highly regarded.

A current Class MR drivers licence (minimum).

Relevant Plant Operator competency certificates (e.g. backhoe, front-end loader, skid-steer loader).

Traffic Management Level 3 statement of attainment.

Chainsaw ticket.
