Job Summary

We are seeking an experienced Resident Engineer – Civil & Structural to provide full-time site supervision for our project in Singapore.

The Resident Engineer will represent the Civil and Structural Consultant on site and assist the Qualified Person for Supervision, QP(S), in ensuring that structural works are carried out safely, properly and in accordance with the approved drawings, specifications, authority requirements and applicable Singapore standards.

The successful candidate must possess strong technical knowledge, sound professional judgement and the ability to coordinate effectively with consultants, contractors, authorities and other project stakeholders.

Key Responsibilities

Provide full-time supervision of civil and structural construction works at the project site.

Ensure that works are carried out in accordance with BCA-approved structural plans, specifications, approved method statements and relevant Singapore standards and regulations.

Inspect structural steel, foundations, piling works and other structural elements before and during construction.

Able to read steel shop drawings and be aware of the sequence of steel works and highlight any potential issues.

Review construction drawings, shop drawings, material submissions, method statements, inspection and test plans and temporary works proposals.

Witness inspections, material testing, concrete cube tests, pile tests, load tests and other required site tests.

Verify the quality, workmanship and compliance of materials delivered to and installed on site.

Identify defective, non-compliant or unsafe works and promptly report them to the QP(S) and relevant project parties.

Issue site observations, inspection comments, non-conformance reports and follow-up instructions as authorised by the QP(S).

Monitor rectification works and verify that identified defects and non-conformances have been satisfactorily resolved.

Maintain accurate site supervision records, inspection checklists, daily reports, photographic records, test results and other project documentation.

Monitor construction progress and highlight potential delays, technical problems, design conflicts and construction risks.

Coordinate civil and structural works with architectural, mechanical and electrical, geotechnical and specialist contractor activities.

Attend site meetings, technical meetings, progress meetings and coordination meetings.

Respond to contractors’ requests for inspection and technical clarification in consultation with the QP(S).

Assist the QP(S) in reviewing structural deviations, design changes and site conditions requiring technical assessment.

Assist with the preparation and verification of as-built drawings, record structural plans, completion records and supporting documents.

Monitor compliance with the approved Site Supervision Plan and project quality requirements.

Observe site safety conditions and promptly report unsafe practices or conditions to the contractor’s safety team, project management and QP(S).

Liaise with BCA and other relevant authorities during inspections when required.

Perform other site supervision duties assigned by the QP(S) or Project Director.

Qualifications and Registration

Bachelor’s degree in Civil Engineering, Structural Engineering or an equivalent recognised engineering qualification.

Valid accreditation as a Civil & Structural Resident Engineer under the IES/ACES Joint Accreditation Committee, where required for the appointment.

Alternatively, registration as a Professional Engineer in the Civil or Structural Engineering discipline with a valid practising certificate may be considered.

Accreditation and registration must remain valid throughout the appointment period.

Experience Requirements

Minimum [5–8] years of relevant experience in the construction supervision, design or construction of civil and structural works.

Minimum [3–5] years of Singapore project experience is strongly preferred.

Demonstrated experience supervising projects such as:

Structural steel works;

Infrastructure, industrial or institutional developments; and

Temporary works and construction-stage structural activities.

Experience working with Singapore consultants, contractors and regulatory authorities is preferred.

Technical Competencies

Strong knowledge of reinforced concrete, structural steel, foundation and general civil engineering works.

Familiarity with Singapore’s Building Control requirements, BCA procedures, relevant Singapore Standards and adopted Eurocodes.

Ability to interpret structural calculations, approved drawings, construction drawings and technical specifications.

Knowledge of site inspection procedures, quality-control documentation and construction testing requirements.

Ability to identify structural defects, construction risks and non-compliant works.

Proficiency in Microsoft Office and common construction-documentation systems.

Familiarity with BIM, AutoCAD and digital site-inspection platforms would be advantageous.

Willing and able to work on site, including outside normal working hours when required by critical construction activities.

Physically able to perform site inspections in an active construction environment.

Performance Expectations

The Resident Engineer will be expected to:

Maintain proper and timely supervision of all assigned structural works.

Prevent unapproved or non-compliant structural works from proceeding.

Prepare progress report for Developer / Owner

Attend all coordination meeting

Escalate critical technical, quality and safety concerns without delay.

Maintain complete and auditable supervision records.

Support timely project delivery without compromising structural safety or quality.

Maintain professional independence and act in accordance with the responsibilities of an accredited site supervisor.
