Early Learning Victoria (ELV), as part of the Department of Education, is leading the roll-out of 50 government-owned and operated early learning centres by 2032, with 18 currently operating. Our centres offer long day care, three and four-year-old kindergarten and pre-prep in accessible, play-based environments connected to local communities. About the Role

Opened in 2026 and co-located with McClelland Secondary College, Early Learning Victoria Ngawak (meaning listen or understand) is a 102-place centre in Frankston offering provide long day care and Three-Year-Old Kindergarten and Four-Year-Old Kindergarten programs.

Early Learning Victoria is approved to receive the Commonwealths Worker Retention Grant, which funds a 15% wage increase above modern award rates for eligible employees.

In this role, you will:

Lead the centre to provide high quality early learning childhood education and care by ensuring staff within the centre work in accordance with National Quality Standards, approved learning frameworks, the Child Safe Standards and in line with Early Learning Victoria's philosophy and practice guide

Be responsible for ensuring the centre delivers on key organisational and local pedagogical priorities, developing strong educational practices across all programs and partnerships onsite

Oversee the service integration portfolio at the centre and work strategically with community partners and the co-located school (where applicable) to ensure effective, meaningful uptake and utilisation of additional services to support continuity of learning for children

About You

Demonstrated experience as an Educational Leader, delivering high-quality, play-based educational programs

Practical knowledge of National Quality Framework, National Law and Regulations, Victorian Early Years Learning and Development Framework and Child Safe Standards

Effective communication and relationship-building skills with staff, children, families and communities

Experience working with children and families experiencing vulnerability

Qualifications and Experience

Minimum 2 years pedagogical leadership experience

ACECQA approved diploma in Early Childhood Education and Care; early childhood teaching degree will be highly regarded

Valid Working with Children Check, First Aid, CPR, anaphylaxis and asthma qualifications and completion of National Child Safety Training

Agreement to a police check; an international police check must be provided for candidates who have resided outside of Australia for 12+ months in the last 10 years
