About the Role

The Head of Program Standards is the principal technical authority within the GIICA Program Management Office for governance, program management standards, benefits management and compliance with the program’s external obligations. Reporting to the General Manager, Program Services, the Head of Program Standards leads the development, maintenance and continuous improvement of the management system that supports the GIICA venues program, including the frameworks, standards, tools, templates and guidance that underpin consistent and effective delivery.

Operating within a matrix project environment, the Head of Program Standards defines the standards within which delivery is expected to operate, monitors their adoption and effectiveness across the program of works, and provides authoritative advice to the General Manager and senior forums on the program’s standards maturity, compliance posture and assurance readiness. The role promotes consistency, traceability and application of standards across governance, planning, controls, reporting, benefits and obligations management, while maintaining clear separation between framework custodianship and day-to-day delivery management.

This is a 6-year maximum-term role.

About your Responsibilities

Under the direction of the GM Program Services, lead the development, implementation, maintenance and continuous improvement of governance and program management frameworks to support consistent and effective delivery across the GIICA venues program.

Establish and maintain minimum standards, review criteria and document control logic for key program artefacts, ensuring consistency, traceability and alignment across governance, planning, controls, reporting, benefits and obligations management.

Monitor and support the consistent application of frameworks across the program, identify systemic issues or control weaknesses, and advise the General Manager where application diverges materially from the standards set.

Establish and maintain the obligations register and compliance framework for Olympic Host Contract and Intergovernmental Agreement obligations relevant to the GIICA venues program, ensuring obligations are traceable through planning, benefits, governance and reporting instruments.

Custodian the benefits management framework, including establishment of benefits measures, baselining, mapping and traceability, and preparation of benefits reporting aligned with strategic outcomes.

Support ongoing capability uplift across GIICA through practical advice, guidance and education on the effective application of GIICA’s program management standards, frameworks and compliance requirements.

Provide technical guidance and standards advice to the Program Reporting Manager where framework custodianship is engaged in the reporting product and to the Program Governance and Integration Manager to operationalise the governance framework within GIICA.

Maintain framework and compliance documentation to a standard that supports audit, assurance, gateway review and other external scrutiny, and support remediation planning where reviews identify gaps or improvement opportunities.

Monitor and report on standards adoption, compliance trends and improvement actions to support ongoing maturity.

About You

Extensive experience in program services, program standards, PMO or controls leadership within large-scale infrastructure or capital works programs.

Strong understanding of governance, program and project management methodologies and reporting frameworks, with a proven track record of designing, implementing and maturing program management frameworks, standards, tools and controls.

Demonstrated capability to rapidly establish obligation and compliance frameworks in a complex setting, including monitoring, assurance readiness and obligation traceability.

Understanding of benefits management, performance measurement and management system integration across program planning, controls and reporting.

Experience working in a matrix project environment alongside contracted delivery partners, including managing the boundary between framework custodianship, standards oversight and delivery operation.

Demonstrated ability to translate governance and compliance requirements into practical, usable processes, templates and guidance that support consistent adoption across a complex organisation.

Strong stakeholder engagement and communication skills, with experience advising senior executives, government bodies and assurance stakeholders.

Sound judgement in applying standards proportionately, balancing good governance, organisational maturity and practical delivery needs.

Tertiary qualifications in project management, engineering, business administration or a related discipline.

Experience with public sector infrastructure programs is advantageous.
