FCD Health Ltd is seeking an experienced and values-driven Chief Operating Officer – Health Services to join our executive leadership team and help lead the next stage of our organisational growth.
FCD Health is a Northern Territory-based not-for-profit health organisation delivering primary and urgent healthcare services across Darwin and Palmerston. Our services include the Palmerston GP Super Clinic, Palmerston Medicare Urgent Care Clinic, Darwin Medicare Urgent Care Clinic and Darwin GP Clinic, together with preventative health, chronic disease, women’s health, education and training initiatives.
Reporting directly to the Chief Executive Officer, the COO will be the senior executive responsible for organisation-wide operational performance, workforce, service delivery, systems, improvement and operational risk.
This is a genuine executive leadership role for someone who can translate strategy into delivery, build high-performing teams and strengthen the systems required to support a growing multi-site healthcare organisation.
Key responsibilities
Provide executive oversight of operations across all FCD Health sites and services.
Translate organisational strategy into clear operational priorities, plans and outcomes.
Lead service performance, workforce planning, operational improvement and organisational accountability.
Strengthen leadership capability and ensure managers have clear responsibilities, delegations and performance expectations.
Oversee operational budgets, productivity, resource utilisation and service sustainability.
Support delivery against funding agreements, contractual obligations and service performance requirements.
Ensure effective systems for operational risk, compliance, business continuity and emergency preparedness.
Support quality, accreditation and clinical governance systems in partnership with clinical leaders.
Strengthen digital systems, data quality and performance reporting to support better decision-making.
Lead the operational implementation of new services, partnerships and models of care.
Build scalable and consistent systems while maintaining FCD Health’s ability to remain agile and responsive to community need.
Represent FCD Health with key stakeholders and partners as required.
About you
You will be an accomplished senior leader with strong operational capability, sound judgement and the ability to work effectively across clinical, operational and corporate environments.
You will bring:
Significant senior leadership experience in healthcare, human services or another complex service environment.
Demonstrated experience leading multidisciplinary and preferably multi-site operations.
Strong financial, operational and commercial acumen.
Experience in workforce planning, performance management and organisational development.
A track record of leading change, improving performance and strengthening organisational systems.
Strong understanding of governance, risk, compliance and executive accountability.
The ability to interpret data and translate performance information into practical action.
Excellent communication, relationship and stakeholder-management skills.
A visible, collaborative and accountable leadership style.
The ability to balance strategic thinking with practical operational delivery.
Experience in primary care, urgent care, community health, rural or remote health, Aboriginal health, commissioning or the Northern Territory health system will be highly regarded.
Relevant tertiary and/or postgraduate qualifications in health management, business, health administration or a related discipline are desirable.

An attractive executive remuneration package will be negotiated with the successful candidate, commensurate with experience and capability.
