Position Description – Program Manager

ABOUT US

World View Indo-Pacific is a wholly owned subsidiary of World View Enterprises, An Ondas Company. We strive to be a responsible technology leader in the collection, analysis, and delivery of actionable information gathered by our strategically placed arrays of persistent sensors in the stratosphere.

We provide on demand, scheduled, and historical aerial data and analytics from sensors deployed to the stratosphere with persistent coverage, higher resolution, and increased value over traditional aerial and space imagery sources.

Are you ready to be part of something truly extraordinary and out of this world!

THE ROLE OF PROGRAM MANAGER

This isn’t just another job; it’s a mission. As Program Manager, you will translate operational intent into executable plans, coordinate stakeholders across engineering and operations, and ensure our activities are supported by robust procedures, training, regulatory engagement, and disciplined documentation.

You will lead the development and maintenance of operational artefacts (SOPs, manuals, and certification pathways), support airspace access and approvals, coordinate payload integration and validation, and provide structured project support including document control, registers, trackers, and evidence management. As we scale, you’ll also step into live mission support as a Flight Operator (Control Position) when missions are active. A basic understanding of aviation/flight operations will give you a great head start.

In the Flight Operator (CP) seat, you’ll support real-time flight operations for our high-altitude balloon systems monitoring vehicle health, navigation, and communications, executing standard procedures, and backing the Flight Director through every phase of flight. It’s hands-on, high-trust work that underpins safe, continuous operations and creates a clear pathway to Flight Director.

WHAT YOU’LL BE DOING

§ Develop, maintain, and continuously improve operational SOPs, manuals, and work instructions; ensure materials are accessible, current, and fit for purpose.

§ Design and coordinate training programs, simulation environments, and certification pathways to enable safe, repeatable operations and onboarding.

§ Lead regulatory and stakeholder engagement with CASA and Airservices Australia (ASA) and other relevant bodies; support submissions, correspondence, and meeting preparation and follow-up.

§ Coordinate airspace access and approvals including COAs/NOTAMs; contribute to airspace strategy and support policy influence activities through well-prepared technical/operational inputs.

§ Manage payload validation activities, sensor integration planning, and partner coordination to ensure payload readiness and traceable acceptance.

§ Own document control practices, including SharePoint structure, controlled document registers, trackers, and versioning to support auditability and operational excellence.

§ Provide project support as required, including DISP administration, coordination of inputs, and evidence gathering to demonstrate compliance and delivery progress.

§ Participate in and perform duties beyond the core scope of the role as required to support operational priorities and organisational outcomes.

LIVE FLIGHT OPERATIONS (FLIGHT OPERATOR / CP) – WHEN MISSIONS ARE ACTIVE

· Monitor real-time telemetry, navigation data, and vehicle health.

· Execute standard operating procedures and checklists during flight.

· Support Flight Director decision-making with situational awareness and data analysis.

· Maintain accurate flight logs, pass-downs, and shift handovers.

· Monitor airspace boundaries and support regulatory compliance requirements.

· Assist with ascent, float, station-keeping, and termination operations.

· Coordinate with recovery teams as directed.

· Escalate anomalies or off-nominal conditions promptly.

· Support 24/7 operations including night and weekend shifts (as rostered).

· Participate in simulations and operational readiness activities.

This description gives a sense of what the position involves, but it is not exhaustive. As our programs evolve and we scale operations, responsibilities may shift or expand across both Mission Systems and live flight operations support.

WHAT YOU’LL BRING TO THE TEAM

You’ll thrive in an environment where priorities evolve. You’re comfortable with ambiguity, bring a growth mindset, and enjoy turning complex operational needs into clear plans, operational artefacts, and outcomes.

This role is ideal for a highly organised Program Manager who enjoys building structure in fast-moving, safety- and compliance-led environments, someone who can coordinate stakeholders, maintain disciplined document control, and keep operational readiness on track.

For you to be successful you’ll also need:

§ Experience in program/project management, operations management, or operational readiness roles (preferably in aviation, aerospace, defence, or other regulated environments).

§ Proven ability to develop and maintain SOPs, manuals, work instructions, and controlled documentation (e.g., SharePoint, registers, trackers) with strong version discipline.

§ Demonstrated stakeholder management skills, including coordinating partners and internal teams across engineering, operations, and compliance.

§ Experience supporting regulatory and airspace activities (e.g., CASA/ASA engagement, COAs/NOTAMs, airspace access planning) and translating requirements into operational controls.

§ Ability to coordinate training programs, simulation environments, and competency/certification pathways; strong written communication skills for producing clear, auditable operational artefacts and evidence packs (e.g., DISP).

Experience in regulated, security-conscious, defence, aerospace, or advanced technology environments is highly regarded. Familiarity with aviation operations, airspace approvals, and safety management systems is desirable, but strong judgement, adaptability, and attention to detail are essential.

WHAT ELSE DO YOU NEED TO KNOW

You’ll have genuine variety, no two days or weeks will look the same. You’ll work closely with global leaders, Operations and Mission Control, and help shape how we plan, govern, and execute operations. As we grow, this role has scope the opportunity to expand into broader Operational Readiness and Operations leadership.

We acknowledge the Traditional Owners of the land on which we will operate and pay our respects to Elders past, present, and emerging. We are committed to building respectful relationships with Aboriginal and Torres Strait Islander communities and creating opportunities for Indigenous employment, career growth, and collaboration.

We believe in creating a dynamic and inclusive workplace where creativity thrives, and every voice is heard. Together, these pillars form the foundation of our employee experience while adhering to the highest standards of ethical and sustainable practices.
