As part of an exciting evolution in the Planning Directorate, our Development Services department have introduced six new Manager roles to strengthen leadership and support our growing community. These senior leadership positions offer the opportunity to shape how we work, influence key decisions, and lead high-performing teams in a forward-thinking environment.

As part of our new leadership structure, reporting to the Manager of Development Services, in the role of Operational Development Services Manager you will lead a high-performing operational services function within our Development Services team. This is a key leadership role responsible for driving service excellence, operational consistency, and continuous improvement across a complex and fast-evolving environment.

This role sets the direction for operational services, driving governance, performance, engagement, communications and business improvement initiatives that support both current delivery and future growth.

You will play a critical role in aligning strategy with execution, ensuring legislative compliance, and enhancing the way we engage with our community, stakeholders, and industry partners.

Key responsibilities include:

  • Leadership & Performance – Lead multidisciplinary teams, fostering a high-performance culture, setting clear standards, and delivering consistent, high-quality development services outcomes
  • Planning Directorate Leadership - Contribute to the establishment and modelling of a positive, values based culture as a key member of the Directorate leadership cohort supporting cross directorate priorities and outcomes
  • Strategy to Delivery – Translate strategic priorities and policy into practical frameworks, workflows, and service models that ensure efficient, consistent operations and support future growth
  • Stakeholder Engagement – Build strong relationships with Councillors, government agencies, industry, and the community, leading consultation on major developments and driving positive engagement outcomes
  • Communication & Governance – Deliver clear, coordinated communication and engagement plans aligned with corporate strategy, ensuring compliance with legislative, probity, and governance requirements
  • Operational Excellence & Compliance – Oversee performance across safety, statutory, and contractual obligations, driving continuous improvement, consistency, and efficiency in systems and processes

About you

You are an experienced leader, able to deliver efficient, compliant, and community-focused services in a high-demand environment. You bring strong operational and governance expertise, balancing priorities while driving performance and continuous improvement. A capable people leader, you build high-performing teams and engage effectively with Councillors, stakeholders, and the community, applying sound judgement in a complex environment.

To succeed in this role, you will have:

  • Extensive experience in business improvement communications, operational coordination or planning related functions within local government or similar environments
  • Demonstrated success leading multidisciplinary teams and driving high performance outcomes
  • Strong experience in strategy, policy development, and organisational change
  • Exceptional communication and stakeholder engagement skills, with the ability to influence at all levels
  • A highly analytical and outcome-focused approach, with the ability to manage competing priorities
  • An awareness of political, economic, and industry trends impacting local government and development services
