Job Summary
We are seeking a proactive and dynamic Program Executive to manage and administer our Career Conversion Programme (CCP). In this role, you will be the primary point of contact for enterprises and mid-career individuals looking to reskill and transition into the construction sector. You will oversee the end-to-end administration, ensure strict compliance with government funding requirements, and actively engage industry stakeholders to drive program adoption. Your work will directly impact workforce development and talent transformation within the industry.
Key Responsibilities
1. CCP Administration & Compliance
End-to-End Case Management: Oversee the end-to-end administrative workflow for CCP applicants, including company applications, candidate screening, eligibility verification, and enrollment.
Funding & Claims Management: Manage the submission of funding claims and training allowances via government portals and online Financial Management Systems. Ensure all data entry is meticulous to prevent disbursement delays.
Audit Readiness: Maintain comprehensive, audit-ready records of all program documentations, training attendance, and progress reports in compliance with regulatory requirements.
Budget & Milestone Tracking: Track budget utilization, monitor program milestones (e.g., training completion, retention periods), and generate regular updates for internal management and external funding agencies.
Logistics Coordination: Coordinate training schedules, facilitate onboarding briefings for companies and trainees, and handle administrative logistics.
2. Stakeholder Engagement & Enterprise Advisory
Enterprise Advisory: Assist employers in understanding CCP frameworks, identifying skill gaps, and recommending suitable structured On-the-Job Training (OJT) blueprints.
Relationship Management: Serve as the main liaison between the academy, participating enterprises, government agencies (such as WSG/SSG), and program trainees to ensure seamless communication and alignment of expectations.
Feedback & Continuous Improvement: Gather regular feedback from participating companies and trainees to evaluate program effectiveness and propose enhancements to delivery and processes.
3. Outreach & Outreach Support
Drive Participation: Support the execution of outreach and marketing strategies to promote the CCP to industry employers and potential mid-career switchers.
Industry Matching: Assist in matching eligible job seekers with participating CCP employers where necessary to facilitate successful program placement.
Job Requirements
Education: Minimum Diploma or Higher Nitec in Business Administration, Human Resources, Public Relations and Communication, Marketing, or a related discipline.
Experience:
Minimum 2 years of relevant experience in Training Institutions, Trade Associations and Chambers (TACs), or continuing education sectors.
Prior experience in administering government-funded programs (e.g., WSG, SSG frameworks) is highly advantageous.
Technical Proficiencies:
Strong command of written and spoken English.
Familiarity with government funding portals and online claims procedures is strongly preferred.
Proficiency in Microsoft Excel and other MS Office applications.

About The Singapore Contractors Association
The Singapore Contractors Association Lts (SCAL) has its origins dating back to 1937. Today, SCAL represents about 3,000 members across a wide spectrum of construction firms and allied business, making the Association the voice of the industry.
In this capacity, SCAL is principally committed to the industry in-
Ensuring that the needs of her members on industrial, contractual and technical matters are well looked after;
Promoting and encouraging uniformity in the custom and practice of the construction industry;
Improving the standards of the industry and enhancing the status of her members;
Promoting the development of the industry; and

Located at Bukit Merah Lane 2 in her own building aptly named Construction House, the vitality and enterprising spirit of the Association and her members cannot be underestimated. The Association is well represented in numerous policy-making committees of professional bodies as well as of those set up by the government.
Regular dialogues with the Ministries on pertinent industry issues are also dynamic and well-documented. The Singapore Contractors Association is affiliated to various regional and international bodies whose objectives are shared by SCAL, that is, to foster fellowship and co-operation among contractors, to facilitate the exchange of technology and information and to develop and strengthen the relationship between governments and member countries.
These organizations include the International Federation of Asian & Western Pacific Contractors Associations (IFAWPCA), Confederation of International Contractors Association (CICA) and the Asean Constructors Federation (ACF). Works carried out by members of the Association represents more than 75% of the projects within the industry in Singapore alone. These projects include housing estates, hi-tech factories, commercial buildings, MRT stations, ports, tunnels, civil works, drainage and sewerage works and others.
Members are not only active locally, but are also diligent in undertaking overseas projects, successfully exporting their expertise and services to China, Vietnam, Myanmar, Hong Kong, South Korea, Taiwan, Indonesia, West Malaysia, Thailand, Sri Lanka, Brunei and Sarawak. The Council of Management, made up of professionals experienced in the field, is poised to lead the Association in positioning her members to compete effectively both in the local market and in the international arena.
In planning for the future, SCAL will continue to keep abreast of technical developments, monitor market changes and maintain the dialogues with government departments in order to provide her members with the confidence and the essential support to run the next lap and cross the next hurdle. SCAL warmly welcomes any new members and is ready to extend to member contractors her services and all that the Association stands for.
