Workplace Safety & Health Officer (WSHO)

LTA project - Civil Construction

Support the organization quality assurance, communicate project safety quality strategy, perform internal & external quality expectations, and comply with all relevant standards, regulations, licenses, and certifications

Provide advice on safety, protection and carry out audit to ensure organization and government standards on environmental health and safety are met.

Work closely with Superior & project manager to implement, oversee, and adapt policies and programs to improve the organization’s environment and safety performance, ensure it complies with current and future regulations and standards and protect its reputation

Key Responsibilities:

Manage the environment, health, safety, activities to ensure compliance with external EHS regulations and standards, and internal environmental policies and management systems (Activities include: monitor environmental performance, identify risks or areas for improvement, conduct safety audits, on-site inspection to identify workplace hazards, unsafe equipment, work practices / conditions, investigate environmental/ safety incidents, prepare reports and recommendations)

Implement, drive & monitor waste management programs, develop and deliver EHS training programs

Manage relationship with internal and external parties

Monitor and evaluate the organization overall EHS performance to identify recurring problems, research, evaluate and recommendations

Provide technical expertise and advice on EHS issues to managers, team and supervisors.

Lead, direct and evaluate safety team to ensure the effective and professional team

Supports the Project Manager in the overall implementation, maintenance, and continual improvement of the ISO 14001 Environmental Management System and OHASAS 18001 Workplace Safety and Health Management System

Ensures team conduction of regular EHS inspection and maintains EHS inspection records

Collates data (or summary) from EHS inspection failures by EHS personnel, MOM & NEA summons / court orders / demerit points, EHS incidents and accidents, etc to perform data analysis to facilitate problem-solving and continual improvement

Executes regular WSH Committee Meetings, and initiates action plans and corrective / preventive actions on EHS deviations / violations. Acts as Secretary of such meetings and maintains minutes

Promotes EHS awareness on site by means of EHS Promotional Programmes like Mass Tool Box Meetings, EHS Exhibitions, Emergency Drills, etc with the support of the WSH Committee Chairman (Project Manager) and other WSH Committee Members

Generates corrective and preventive action requests for EHS violations / deviations to the responsible site personnel / sub-contractor and monitors on the effectiveness of undertaken EHS corrective and preventive actions

Responsible for administration of the site-specific Project EHS Management System, and identifies required changes or updates to this system, if any, to the EHS and Project Manager

Leads the investigation of incidents / accidents on site and performs root cause analysis with recommendations on corrective and preventive actions

Ensures workers, sub-contractors and other interested parties are briefed on approved Safe work procedures / practices prior to start of the said works by means of Site Safety Orientation Test, Tool Box Meetings or other alternative training

Ensures all plant, machinery and equipment have valid inspection and test certificates by the Approved Person or Authorized Examiner

Recommends “STOP WORK ORDER” to the Project Manager on critical EHS failures that could lead to fatalities, ill health or disease outbreak to workers and neighbors, and massive damages to properties

Enforces EHS requirements on site by proposing imposition of EHS administrative charges to the Project Manager on workers and sub-contractors who commit EHS violations

Obtains and maintains copies of required PE design drawings & calculations for EHS-related temporary structures / accesses / facilities for the purpose of monitoring and inspections

Properly trained in EHS Policy, Objectives, impact / risk assessment, relevant safe work procedures / operational control procedures, management programme, applicable legal and other requirements.

Other work-related duty assigned by superior or management.
