Building a strong Rates Team is a key focus for this role. We are seeking someone who can develop the current team, building on the strengths of the individual team members. In addition to this, the successful candidate will possess a passionate approach to customer services, possess skills to enable them to work with detail and be able to work as part of a team.
The Rates team is looking towards the future, and as such is working to improve its current practices. The City is currently transitioning towards an organisation wide digitisation initiative and hence individuals need to be comfortable in a continuous improvement and technology rich environment.
Key responsibilities include:
Provide proactive leadership and supervision to the Rates team, fostering a culture of excellence and innovation.
Promote a strong customer service culture across the team and organisation.
Maintain accurate and up-to-date rate records in compliance with relevant legislation.
Coordinate the issuance of valuation and general rate notices, including interim and supplementary notices.
Manage the Emergency Services Levy (ESL) billing and reporting.
Manage pensioner rate rebate claims and ensure timely processing.
Oversee the debt recovery program for outstanding rates, including contract management with debt collectors and legal advisors.
Liaise with the appointed valuer (Landgate) to ensure timely and accurate valuation returns.
Review exempt and non-rateable properties and make appropriate recommendations.
Prepare rating model scenarios and provide strategic recommendations.
To be considered for this position, you will need:
Extensive knowledge of the Local Government rating environment, including relevant legislation and regulatory requirements.
Proven leadership experience, with the ability to effectively manage and support a team.
Strong proficiency in using various software systems and data management tools relevant to rates and revenue functions.
Demonstrated experience in managing financial hardship and debt recover processes in accordance with applicable legislation and best practice.
Well-developed communication skills, both written and verbal, with the ability to engage effectively with internal and external stakeholders.
Proficiency in Microsoft 365 product, with at least an intermediate level of skill across core applications (e.g. Excel, Word, Outlook).
Knowledge of the Local Government Act, specifically relating to rates is an essential criteria for this role.
