Role Purpose
The Program Manager is responsible for leading and coordinating the delivery of culturally strong programs and services. This includes overseeing operational processes, managing staff, ensuring compliance, and driving continuous improvement across all program areas.
Key Responsibilities
Program Leadership
Lead the planning, implementation, and evaluation of programs aligned with TWAC's strategic goals.
Ensure programs are culturally appropriate and responsive to community needs.
Collaborate with Cultural Leads to embed cultural knowledge and practices into service delivery.
Team Management
Supervise and support Program Coordinators and Administrative Officers.
Foster a positive, collaborative, and culturally respectful team environment.
Conduct regular supervision, performance reviews, and professional development planning.
Operational Oversight
Ensure efficient use of TWAC's systems and platforms for program delivery.
Maintain accurate records and reporting in line with compliance and funding requirements.
Escalate complex client or operational issues appropriately.
Stakeholder Engagement
Build and maintain strong relationships with clients, service providers, and community partners.
Represent TWAC at meetings, forums, and events to promote the organisation's vision and programs.
Financial Management
Monitor program budgets and expenditures.
Ensure financial documentation is accurate and accessible for reporting and auditing purposes.
Key Performance Indicators
Programs delivered on time, within budget, and aligned with strategic priorities.
Staff performance and engagement reflect TWAC's values and standards.
Stakeholder feedback indicates high levels of satisfaction and cultural safety.
Compliance with all relevant legislation, policies, and procedures.
Essential Criteria
Aboriginality (as a genuine occupational requirement under Section 14 of the Anti-Discrimination Act 1977)
Minimum Diploma in Business Administration, Social Sciences, or related field.
Demonstrated experience in program management, preferably in community or Aboriginal organisations.
A minimum of 3-4 years of program management experience is required.
Strong leadership, communication, and interpersonal skills.
Proven ability to manage budgets, reporting, and compliance.
Demonstrated experience managing budgets in the range of $200K-$500K.
Current Working with Children Check and National Criminal History Check.
Valid driver's licence and willingness to travel.
Desirable Criteria
Tertiary qualifications in Social Work, Community Development, or related disciplines.
Experience working with Aboriginal communities and knowledge of Wiradjuri culture.
High-level proficiency in Microsoft Office and electronic management systems.
