Role Purpose

Drive a proactive safety culture across GCE projects by ensuring WHS risks are identified, controlled, and continuously improved in line with ISO 45001, client requirements, and legislative obligations. The WHS Advisor partners with Operations to keep people safe, maintain compliance, and enable efficient delivery.

Key Responsibilities

Risk & Assurance

Plan and conduct routine site inspections, task observations and verifications against SWMS/JSA.

Coach crews during pre-starts and toolbox talks, reinforcing critical controls (traffic, mobile plant, work at heights, excavation, silica, fatigue/heat).

Stop or hold work where there is imminent risk and escalate promptly to the CEO/PM for resolution.

Assist with temporary works and change-management risk assessments.

Maintain SWMS/JSA templates, permit systems and emergency plans.

Review procurement and pre-start documentation to ensure WHS is embedded.

Systems, Policies & Compliance

Own WHS policies, procedures and risk registers aligned to ISO 45001.

Maintain the training matrix and competency records (inductions, VOCs, HRWLs, plant VOCs).

Manage contractor onboarding and verification (licences, VOCs, insurances).

Manage compliance calendars (audits, emergency drills, test & tag, plant inspections).

Plan and execute internal WHS audits for head office and projects.

Lead evidence preparation and support annual ISO accreditation, re-accreditation interviews and audit processes.

Benchmark against client requirements and regulator guidance and close any gaps.

Reporting, Incidents & Improvement

Prepare monthly WHS reports to the CEO covering metrics, trends, actions and recommendations.

Coordinate incident notifications, conduct fact-finding and lead ICAM-style investigations.

Register corrective actions, assign owners and track close-out to due dates.

Analyse safety data to identify trends and recommend pragmatic improvements.

Support RTW and workers' compensation processes with HR and external providers.

Facilitate worker consultation (site reps/HSRs, toolbox forums) and communicate changes.

Deliver or organise targeted WHS training and briefings.

Promote a "stop work, speak up" culture and model just-culture behaviours.

Engage subcontractors and labour-hire partners to ensure alignment to GCE standards.

Qualifications, Licenses & Experience

Cert IV in Work Health & Safety (minimum); Diploma WHS desirable.

ICAM (or equivalent) investigation qualification preferred.

Construction White Card; current driver's license.

Demonstrated WHS experience in civil construction – Essential

Working knowledge of Queensland WHS legislation, Codes of Practice, and ISO 45001 systems.

Experience maintaining training/competency records and contractor verification.

Prior involvement in ISO accreditation and internal audit programs.

Minimum 3-5 years of WHS/safety experience required.

Skills & Attributes

Tools & Systems

MS Office (Excel/PowerPoint for metrics and reports).

Site and compliance platforms (Assignar)

Incident and action register tools; ICAM templates.

Document control and permit systems.

Work Environment & Requirements

Regular travel to active sites across SEQ; occasional regional travel.

Standard hours with flexibility for early site starts and occasional after-hours incident support.

Fit to work on construction sites and to don appropriate PPE.
