About the role
We have two key opportunities, reporting to the Coordinator Construction and Development Services, for an Area Leader (Brownfields) and Area Leader (Greenfields). These roles are responsible for leading the operational delivery of Council’s capital works program, with a strong emphasis on building projects across both established (Brownfields) and growth (Greenfields) areas. Each Area Leader will provide strategic and day-to-day leadership, coordination, and professional support to a team of Senior Project Managers and Project Managers, ensuring the successful planning, design, procurement, and delivery of high-quality community infrastructure.
You will ensure infrastructure and facilities projects are delivered on time, on budget, and to the highest quality and compliance standards while fostering a high-performance, collaborative team culture. This role also supports resource management, program-level oversight, risk management, financial accountability, and long-term infrastructure investment planning.
Working within the Construction and Development Services Unit in the Facilities, Fleet & Depot Stores Department of the City Operations Directorate, you will be instrumental in driving continuous improvement in project management capability, stakeholder engagement, and service delivery for the community.
This position may require occasional weekend, public holiday, and after-hours work, as well as travel across the municipality.
What your day will look like
Lead, mentor, and supervise Senior Project Managers and Project Managers to ensure effective delivery of capital works projects
Oversee operational leadership across capital works programs, including project milestones, resource planning, and reporting
Ensure compliance with codes, scope, budget, time, and quality standards, escalating issues where necessary
Manage financial activities including budget preparation, forecasting, and cost control
Oversee preparation and quality control of project documentation from design to delivery including contracts, tenders, and contractor performance reports
Promote strong stakeholder engagement and communication to minimise disruptions and maximise community benefit
Drive continuous improvement in project management systems, processes, and governance
What you will bring
Tertiary qualification in Project Management, Civil/Structural Engineering, Construction Management, Architecture, or a related discipline
Extensive experience delivering complex infrastructure projects, with a focus on facilities greenfield or brownfield delivery, in a public sector, consulting, or construction environment
Proven leadership skills in managing and developing multidisciplinary project teams
Strong financial, contract administration, risk management, and WHS compliance knowledge
High-level proficiency in project management systems
Excellent stakeholder engagement, negotiation, and communication skills
Understanding of long-term asset planning and infrastructure investment strategies
Current Victorian Driver’s Licence, Construction Induction (White) Card, and Working with Children Check
