The Operations Manager, Services will report to the Executive Manager - Services and has broad oversight of a diverse portfolio of government and self-funded programs, including community housing, homelessness, the National Disability Insurance Scheme (NDIS), and Support at Home.
In 2025–26, TeamHEALTH will implement five new homelessness programs while concurrently reviewing the NDIS and Home Care programs to strengthen quality, efficiency, and long-term sustainability. The Operations Manager, Services will play a key role in ensuring these programs are delivered on schedule, within budget, and in alignment with organisational and funding body expectations.
This position requires critical thinking and sound decision making skills, as well as the ability to manage risk, allocate resources effectively, and respond quickly to emerging challenges. The Operations Manager, Services will oversee and contribute to program reviews, engage internal and external experts, and support the Executive Manager in implementing improvement recommendations.
By fostering collaboration across teams and maintaining a focus on service excellence, the Operations Manager, Services will help ensure that TeamHEALTH’s programs deliver strong outcomes for participants and communities, while building organisational capability and sustainability for the future.
Key Selection Criteria
TeamHEALTH recognises the value of experience in all facets of life and work and encourages First Nations applicants and those with lived experience of mental health challenges.
Demonstrated experience in the design, development and implementation of government and self-funded programs in the social services/health/mental health sector
Demonstrated ability to identify opportunities and deliver improvements to program efficiency, quality, productivity and sustainability
Demonstrated understanding of NDIS funding requirements, NDIS legislation, the New Aged Care standards and Support at Home program legislation.
Demonstrated ability to build relationships and communicate effectively with key stakeholders including community members, community services and government departments
A strong understanding of the legislative and regulatory environment within which government-funded programs are delivered
Advanced problem-solving skills, with a strong understanding of risk and financial management
Highly organised and able to manage competing priorities within a dynamic yet resource-constrained environment.

This position includes consideration of above award conditions for the right applicant including 6 weeks of annual leave, the opportunity for a compressed 9 day working fortnight and relocation assistance to Darwin of up to $2 500.00. About TEAMhealth
The name of the incorporated Association is the Top End Association for Mental Health Incorporated, also known as TEAMhealth.
We are a not for profit organisation that has delivered wide ranging support for people dealing with mental health concerns or mental illness for almost 30 years. We provide quality mental health services, focused on support, recovery and rehabilitation across Darwin, Palmerston and the regional and remote communities of the Northern Territory’s Top End. Our purpose is to create community capacity for good mental health so that all people may lead a full and valued life.
Our organisation, was established in 1987 by a group of concerned relatives and service providers of people with mental illness who wished to provide a stable, safe accommodation option for their family members. Service commenced with the establishment of a long term, residential program known as “The Manse” at Parap. This service is still there today and is staffed 24 hours per day, 7 days a week, providing support to people with complex needs who are not able to live independently.
TEAMhealth services grew with the acquisition of funds to provide outreach, training and family support programs to people in the Darwin area. Further housing options were also developed through our Community Housing Service and long term supported accommodation programs.
