Planning and Land Services is a Group within the Department of Transport and Planning and is responsible for delivering responsive, customer focussed, high quality planning, land administration and property services that support thriving places and connected communities. Land Use Victoria is a Division within Planning and Land Services, and provides innovative solutions for authoritative, comprehensive and easily accessible services in land administration, property information and for facilitating the better use of government-owned land in line with Department and Government objectives About the Role This is a fixed term 5 year SES 2 contract Reporting to the Deputy Secretary, Planning and Land Services, the Head of Land Use Victoria (LUV) leads a division responsible for delivering the State's land administration and property information functions. This critical leadership role oversees Victoria's statutory land registry, surveying, and valuation services that underpin property transactions, government decision-making, and community confidence in the integrity of the land register. The Head of LUV manages the State's contractual relationship with Victorian Land Registry Services (VLRS) under the concession deed, ensuring regulatory compliance, high-quality service delivery, and continued innovation in digital land services. The role also represents Victoria in national land administration and reform initiatives, including electronic conveyancing and spatial data collaboration, driving continuous improvement and the modernisation of land services through technology and partnerships. As a trusted advisor to Ministers, the Secretary, and the Deputy Secretary, the Head of LUV provides authoritative strategic advice on land administration, governance, and emerging policy issues. The role leads complex legislative and reform programs that require strong system stewardship, cross-sector collaboration, and community engagement, while fostering an inclusive and high-performing organisational culture that delivers sustainable public value and supports the Department's strategic priorities. - Proven record of executive leadership in a large, complex organisation.
- Demonstrated experience influencing government stakeholders and navigating political environments.
- Significant experience leading complex service delivery operations aligned to legislative and contractual obligations.
Desirable
- Relevant tertiary qualification in Urban Planning or related discipline would be highly regarded.
