About the role
The Portfolio Performance and Scheduling Lead is a newly created role within Wyndham Council's City Operations Directorate, which will develop, integrate, and maintain a master portfolio schedule that provides end-to-end visibility across all capital infrastructure projects, including delivery timelines, budget profiles, and key milestones.
This role will lead the forward planning of capital proposal pipelines, providing clear visibility of upcoming investments and funding needs across future timelines, while enhancing the Project Management scheduling capability and uplifting the organisational culture around good scheduling practices. Stakeholder engagement and management will be a key function as this role will also coordinate the development of the project and proposal pipelines in collaboration with business units, aligning them with strategic priorities and informing delivery sequencing.
What your day will look like
Establishing consistent scheduling frameworks, tools, and practices across the capital works portfolio to uplift project teams’ scheduling capability
Uplifting the organisational scheduling capability through training, coaching, and promoting a performance-focused scheduling culture
Identifying and highlighting risks related to delivery timeframes, resource conflicts, and schedule slippages across the portfolio to support proactive management and decision-making
Developing and delivering integrated reporting and dashboards that connect schedule, pipeline, and performance data into actionable insights for executives and delivery teams
Participating in risk identification and review registers to run Monte Carlo simulations and estimate P50–P90 time and cost at project and portfolio levels
Using cost estimates to develop schedule-based budgets, guide contingency planning, and coach project managers on aligning expenditure with schedule to support accurate forecasting and portfolio planning
What you will bring
Relevant tertiary qualifications in engineering, construction, project management, or a related field, with additional certifications such as PMP, PMI-SP, or MSP considered highly desirable OR lesser formal qualifications together with extensive and diverse experience, or intensive specialist experience
Demonstrated experience in developing and managing project and portfolio schedules across complex public infrastructure programs, with a strong understanding of client based organisations such as Local Government
Proven ability to integrate multiple project schedules into a master portfolio schedule that supports strategic planning, milestone tracking, and resource management
Extensive knowledge of Microsoft Project and high-level capability in Microsoft Excel, with the ability to model and analyse schedule-driven budget profiles and forecasts
Strong understanding of capital planning processes, including project budgeting, cost estimation (including risk-based contingency), cost phasing, and financial reporting across multiple time horizons (1-, 4-, and 10-year views)
Experience in leading or supporting schedule-based risk analysis, including the use of Monte Carlo simulations to develop P50–P90 estimates for time and cost
Well-developed analytical and problem-solving skills, with the ability to draw insights from scheduling, pipeline, and financial data to inform strategic decisions
Demonstrated experience in building organisational scheduling capability, including the development and delivery of training, coaching, and quality assurance practices
Excellent interpersonal and communication skills, with a proven ability to influence stakeholders, coordinate across functions, and explain complex scheduling concepts to varied audiences
Ability to design and deliver integrated reporting and dashboards (e.g. Power BI or similar tools) that support visibility, decision-making, and performance tracking
