About the Role Emanate Technology is seeking an experienced Principal Procurement Officer to lead strategic ICT procurement initiatives within a large-scale government environment. This role offers the opportunity to work on high-impact projects that support critical business operations, with a strong focus on stakeholder engagement, contract negotiation, and procurement governance.

What You Will Be Doing

• Partnering with technology leaders to understand business priorities and sourcing needs.
• Leading complex ICT procurement activities, ensuring alignment with financial delegations and budget requirements.
• Providing expert advice to senior stakeholders and executives on procurement strategy and execution.
• Preparing high-quality documentation including Significant Procurement Plans, Evaluation Plans, and Reports.
• Managing end-to-end evaluation processes, including supplier engagement and clarifications.
• Drafting and negotiating enforceable contracts using QITC Comprehensive Contract Conditions, incorporating legal advice and stakeholder input.
• Facilitating contract responsibility discussions and ensuring smooth handover to contract management teams.
• Maintaining diligent record-keeping practices across all procurement correspondence.

What You Will Bring

• Extensive experience in ICT procurement within large-scale organisations.
• Strong knowledge of QITC Government contracting frameworks.
• Proven ability to translate business needs into effective procurement deliverables.
• Expertise in developing evaluation criteria for complex ICT products and services.
• Excellent communication and stakeholder engagement skills.
