About the role:
Reporting to the Head of the Enterprise Program Management Office (EPMO), the Manager, Project Management Excellence leads a team responsible for delivery of priority enterprise projects and programs and for building project and program management capability at EPA. You will provide coaching and support to EPA staff in the adoption of best practice project management methodologies. You will coordinate and manage the uplift and enhancement of EPA's enterprise project management handbook, tools and artefacts, and provide support to program and project managers in applying a ‘fit for purpose' methodology and approach aligned to EPA's strategic priorities. You will coordinate and manage the delivery of EPA's highest priority enterprise projects as required.
This is an exciting senior role for an experienced program and project management professional that wants to contribute to the success of the EPA as it enters a new era of environmental protection in Victoria. You will actively contribute to a positive organisational culture and ensure you achieve the highest standards of performance and integrity; and foster genuine partnerships across all levels of government, industry, and community to support the delivery organisational outcomes.
In this role you will:
- Lead and manage the Project Management Excellence team to achieve high standards of performance, delivery, accountability, collaboration, ethics, and integrity; manage the allocated resources, budgets, contribute to business, program, and project planning and reporting; and demonstrate a strong commitment to a positive culture and the development of staff.
- Work collaboratively with the EPMO Head to support setting the direction of the EPMO, its strategic position and function within the organisation, to ultimately enable the delivery of EPA's Strategic Plan and Annual Delivery Plans.
- Provide leadership and direct management of project managers, as required, to ensure the successful delivery of strategic projects across the EPA, overseeing project planning, execution, and reporting while applying best practice methodologies and maintaining high standards of quality, timeliness, and stakeholder engagement.
- Set the standard for EPA best practice project and program delivery across programs and both tech and non-tech projects, ensuring EPA's tools, templates and frameworks are aligned with best practice methodologies and adopted across the organisation
- Lead the interface and partnership with the EPMO's Change Management unit, Planning and Performance team, and project sponsors and managers to lead the quality assurance of major project documentation reporting to internal and external governance forums including EPA's Senior Executive Committee and Governing Board.
Skills and experience:
- Extensive experience and a record of achievement in embedding program and project management practices across all levels of an organisation via an approach fit for the organisational context, preferably within Government.
- Proven ability to manage project teams, including direct oversight of project managers, to ensure delivery of high-quality outcomes aligned with strategic priorities.
- Extensive understanding of Program and Project Management methodologies with demonstrated experience delivering complex, high-value and high-risk projects.
- Proven ability to apply relevant government legislation, regulations, reporting directives and procedures, to achieve optimal organisational outcomes.
- Adaptive coaching style with the ability to work with teams at various levels, acknowledging and responding to feedback and concerns, and obtaining buy in from stakeholders at all levels through clear explanation of individual and organisational benefits.
