Primary purpose of the role
The Associate Director Procurement leads and directs the provision of the procurement function across NSW. This includes procurement planning, development, sourcing, contract management and negotiation, and risk management activities.
Key accountabilities
- Develop and implement policies, procedures, systems and management frameworks for all procurement related activities to ensure a high level of professional practice and deliver compliant, effective and efficient procurement outcomes.
- Develop, implement and manage the procurement strategy, systems and processes to optimise and streamline organisational spend.
- Provide authoritative advice and guidance to key stakeholders on all aspects of the procurement function to encourage innovative practices and achieve delivery of business outcomes
- Manage tenders and major contracts and conduct strategic sourcing, including collaborating with key stakeholders to proactively identify value add opportunities and reviewing existing contracts and agreements.
- Develop and implement procurement plans and strategies to meet business needs, enhance stakeholder engagement, and challenge and motivate providers to optimise service outcomes
- Partner with stakeholders to develop innovative supply strategies, establish supply arrangements, lead high-level negotiations and manage contracts to deliver organisational savings and value for money outcomes.
- Apply procurement governance and a risk management framework to monitor compliance, manage risk and improve procurement activity and performance
- Coordinate the procurement function on behalf of the Sport sub-cluster and establish central procurement programs by building relationships with key internal and external stakeholders as well as increasing procurement capability.
Key challenges
- Managing organisational demand and influencing business units to adopt innovative ways of structuring their operations to meet their goods and services needs more efficiently, given that procurement budgets are usually controlled by the business units
- Developing and implementing strategies to build organisational capability in procurement, given the complex legislative and policy environment and the great diversity of factors, including the dynamic nature of supply markets, that need to be taken into account in many procurement decisions
- Maintaining up to date knowledge of Government Procurement Policy Frameworks and best practice across the industry to ensure compliance and to optimise business outcomes
Decision making
The Associate Director Procurement has a substantial level of autonomy regarding decision making required to plan and analyse activities, prepare and review procurement documentation and recommend the most cost effective procurement strategies to meet business needs. The Associate Director is responsible for managing major procurement contracts and accountable for the financial viability of these contracts.
Decisions on matters outside the Associate Director Procurement’s accountabilities and on issues that are contentious or sensitive and may impact on the reputation of the Agency are escalated to the Chief Executive Officer.

- Membership or eligible of Chartered Institute of Procurement and Supply or equivalent professional association
- National Criminal Records Check
Start Date: ASAP pending police check
End Date: 6 months from start date
Location: 88 Cumberland Street
Working Conditions: Hybrid - 3 days in office, 2 days WFH
Hiring due to increased workload
Hours: 7 per day, 35 per week
