The Role
Governance
The Governance Branch of ASD is in search of qualified and experienced individuals to undertake complex governance tasks. Candidates should possess a comprehensive understanding of relevant legislative frameworks or demonstrate the capability to swiftly acquire and implement knowledge of these frameworks. Opportunities exist in the areas of Audit & Risk, Information and Records Management, Enterprise Performance, Executive Governance, Organisational Policy, and History & Public Access.
An ASD4 Governance Officer may undertake the following responsibilities:
- Perform governance activities, documentation reviews and quality assurance checks in line with existing policies, processes, and frameworks
- Support the provision of high-quality secretariat support to ASD Boards and Committees
- Provide input into the preparation of briefs, talking points, corporate reports, and other written submissions
- Work collaboratively in a team based environment actively participating in and contributing to team meetings and exchange information to support the work area and team objectives. Work collaboratively with stakeholders across the organisation to achieve business objectives
An ASD5 Governance Officer may undertake the following responsibilities:
- Perform moderately complex governance activities, documentation reviews and quality assurance checks
- Provide high-quality secretariat support to ASD Boards and Committees, including coordinating meeting agendas and preparing minutes
- Support the development and maintenance of governance processes and frameworks
- Work collaboratively with stakeholders across the organisation to achieve business objectives
- Provide input into the preparation of briefs, talking points, corporate reports, and other written submissions
Compliance and Strategy
The Compliance and Strategy Branch of ASD is seeking enabling professionals who are driven by integrity with strong communication skills. We are seeking candidates with proficient analytical and problem solving skills who are able to drive results.
Compliance and Strategy Branch is seeking applications for vacancies across each of its five sections, as described below.
- Operational Advice: Provides compliance advice to operational areas on proposed activities, in consultation with legal colleagues and in time-sensitive contexts
- Compliance, Policy & Training: Drafts and maintains ASD’s compliance suite and delivers bespoke training programs to ASD staff
- Oversight: Manages ASD’s compliance relationships with external oversight bodies, including the Inspector-General of Intelligence and Security
- Legislative Reform: Responsible for legislative review and reform in ASD, including through advocacy and coordination across government
- Strategy: Works to ensure that ASD’s equities are reflected across whole-of-government policy making
The suitable candidate is expected to demonstrate sound decision-making and judgement skills while maintaining a logical and analytical thought process. The suitable candidate will be driven by integrity with strong communication skills.
The ASD5 Compliance Officer may undertake the following responsibilities:
- Provide operations advice to a range of teams across ASD and international partners to enable new capabilities, missions, or analytical techniques
- Provide support and guidance to ASD teams to ensure ASD undertakes its functions in compliance with relevant legislation, policies and procedures
- Coordinate compliance training packages to ASD staff and the National Intelligence Community
- Develop compliance policies and processes in line with the ASD’s legislative framework
- Conduct investigations of compliance incidents through engagement with stakeholders
- Draft high level briefings, investigation reports, responses to inquiries to ASD seniors, Ministers and the Office of the Inspector General of Intelligence and Security
- Review ASD proposals for legislative reform that may affect ASD’s interests, provide legislative policy and governance expertise to ASD teams
An ASD5 Strategy Officer may undertake the following responsibilities:
- Work within a small team to develop briefing material for senior ASD officials to support them at whole-of-government fora, including meetings of the National Intelligence Community
- Review whole-of-government policy proposals and ensure ASD equities are reflected
- Engage with operational teams to ensure their interests are captured in formal reporting
- Identify internal stakeholders who should be engaged on policy proposals
- Work within tight deadlines to develop comprehensive and accurate briefing material for senior officials

ASD’s Governance, Compliance and Strategy branches within the Chief Operating Officer Group is seeking Governance, Compliance and Strategy professionals to fill a number of current and expected vacancies in Canberra, Melbourne and Brisbane. Existing and expected vacancies exist in the areas of Audit & Risk, Executive Governance and Committee management, Enterprise Performance Management, Organisational Policy, Information and Records Management and History & Public Access.
Compliance and Strategy Branch
Compliance and Strategy Branch protect ASD’s license to operate and shape ASD’s authorising environment. It achieves this through promoting a strong compliance culture and protecting ASD’s equities in whole-of-Government and partner initiatives.
The Compliance and Strategy Branch’s functions include:
- Providing oversight, and propriety and ethical guidance on ASD’s operations – the branch sets policy and provides training across ASD to ensure activities undertaken by ASD teams are compliant with governing legislation, Australia’s human rights obligations, and in line with propriety considerations;
- Leading ASD’s representations with the Office of the Inspector-General Intelligence and Security; and
- Representing ASD’s equities across the National Intelligence Community and broader strategic forums, including overseeing policy consideration of ASD’s legislative reforms
Our Ideal Candidate
ASD’s Governance, Compliance and Strategy branches are seeking experienced and suitable candidates who will perform complex governance and compliance work and who have an in-depth knowledge of applicable legislative and policy frameworks, or an ability to quickly learn about and apply these frameworks.
In the role, you will exercise sound decision-making and judgement to provide expert policy advice. You will have in-depth knowledge of the governance/compliance/policy function and be responsible for the development, implementation, compliance and review of policies and procedures relevant to the function.
You will also be highly motivated with strong problem solving and communications skills, high attention to detail and an ability to work effectively and collaboratively in a high tempo environment.
