Purpose:

The Organisational Performance Specialist reports directly to the Chief Executive Officer. The role is responsible for coordinating and supporting the effective implementation of Council's new organisational structure, ensuring a smooth transition for teams and alignment with Council's strategic priorities.

Working closely with the CEO and senior leaders, the Specialist will play a hands-on role in embedding the new structure across the organisation, identifying and resolving issues that arise during the transition. A key focus of the role is to eliminate bottlenecks and frustrations caused by a lack of clarity—whether in roles, responsibilities, processes, or decision pathways—by helping to define and communicate how the new model operates in practice.

In addition to guiding the transition, the Organisational Performance Specialist is responsible for strengthening organisational performance by improving the way Council's systems and processes function. This includes reviewing and streamlining internal workflows, enhancing cross-functional collaboration, and embedding a culture of continuous improvement. The focus is on optimising how work is delivered across teams—not on individual staff performance management. The role is pivotal in ensuring that the new structure delivers measurable, organisation-wide benefits to Council operations and the Maranoa community.

Qualifications and Licences:

To perform this role effectively, the Organisational Performance Specialist will require a combination of formal qualifications, practical experience and the ability to work across strategic and operational contexts.

Mandatory Qualifications and Licences:

To be successful, you will need to demonstrate that you meet the below mandatory requirements for the role:

  • Current Queensland 'C' class Open Driver's Licence.
  • Tertiary qualifications in Business, Public Administration, Organisational Development, Project Management, or a related field.
  • Proven experience supporting or leading organisational change, business improvement, or performance-focused initiatives within a complex organisation.
  • Demonstrated ability to analyse and review structure, processes, and service delivery to identify and implement improvements.
  • Strong communication, interpersonal, and stakeholder engagement skills, with the ability to influence and collaborate across all levels of the organisation.
  • High-level problem solving, critical thinking, and process analysis capabilities.
  • Sound proficiency in project management tools and methodologies.

Desirable Qualifications and Licences:

Although not mandatory, the below qualifications and licences are considered beneficial to the role:

  • Accreditation in change management or process improvement methodologies (e.g. Prosci, ADKAR, Lean Six Sigma).
  • Experience working in or with local government, including knowledge of relevant legislation, governance, and service delivery frameworks.
  • Familiarity with tools to support performance tracking, business process mapping, or feedback collection (e.g. survey platforms, dashboards, Visio).
  • Experience facilitating cross-functional collaboration or leading service realignment in regional or community-focused organisations.

  • Stakeholder Engagement and Communication – Excellent interpersonal and written communication skills, with the capacity to build trust, engage staff, and present clear, accessible information.
  • Initiative and Self-direction – Comfortable working autonomously under the direction of the CEO, taking proactive steps to identify issues, design solutions, and see actions through to completion.
  • Collaboration and Influence – Skilled at facilitating cross-functional discussions, resolving conflicting priorities, and promoting shared ownership of outcomes.
  • Adaptability and Resilience – Able to work through ambiguity, respond to emerging challenges, and maintain momentum during periods of organisational change.
  • Commitment to Council Values – Strong alignment with Maranoa Regional Council's values and team goals, including accountability, innovation, service quality, and community focus.
