Dams Safety NSW is seeking expressions of interest from eligible candidates for appointment by the NSW Minister for Water, the Hon. Rose Jackson, MLC, as an “appointed member”. Dams Safety NSW is a statutory body corporate constituted by Dams Safety Act 2015 (The Act) which consists of five members appointed by the NSW Minister for Water.
The term of appointment is for an initial period not exceeding four years.
The Dams Safety NSW Board Member contributes expertise and participates in decision making on dam safety regulation and provides strategic guidance and advice to the Minister for Water. The role provides advice to shape the strategic direction of Dams Safety NSW and promote transparency in regulating dam safety in accordance with statutory requirements, government policy and the Agency’s regulatory policy.
Key aspects of the role include:
- Advise on the establishment, implementation and enforcement of standards and policies about dam safety management and the operation of dam infrastructure and operations, consulting with stakeholders to ensure the design and delivery of best regulatory practice.
- Contribute to the provision of expert advice and recommendations to the Minister for Water on dam safety matters.
Given the skills mix and capability needs as an appointed member, we are looking for people with professional expertise, qualifications or experience in dam engineering, emergency management, dam operations and management, and/or public safety risk analysis.
Experience in asset management, and/or the water sector will be well regarded.
Essential Requirements
- Section 7 (2) – The appointed members are to be persons who together have professional expertise, qualifications, or experience in dam engineering, mine engineering, emergency management, dam operations and management, public safety risk analysis and best practice regulation (including cost benefit analysis and business case development).
- Section 7 (4) – A person who is the owner of a declared dam is not eligible to be appointed or hold office as a member of Dams Safety NSW.
- Section 50 (b) – excludes personal liability of members of Dams Safety NSW for acts of omissions done or omitted to be done in good faith for a statutory purpose.
- Schedule 1 contains provisions relating to the members and procedure of Dams Safety NSW.
- Tertiary qualifications in a discipline relevant to the work of Dams Safety NSW.
- Completion of governance or director training through a recognised provider.
- The Dams Safety NSW Act 2015 (NSW) regulates the appointment of members in several respects:
Knowledge and Experience
- Knowledge of a director’s responsibilities – includes an understanding of the role as well as legal, ethical, fiduciary, and financial responsibilities
- Strategic expertise – the ability to review the strategy through constructive questioning and suggestion and contribute to the effective decision making of the board
- Accounting and finance – the ability to read and comprehend financial material presented to the board and financial reporting requirements
- Risk management – experience in the application of strategic risk frameworks and being prepared for risk
- Industry knowledge – experience in engineering, regulation, asset management or the water sector.

Shortlisted candidates will be interviewed by an assessment panel, which will make recommendations on prospective candidates to the NSW Minister for Water. Candidates must also undergo probity checks before any recommendations are made.
