Key responsibilities
The Executive Director (Rail Portfolio Management Office) is responsible for providing leadership, management, and expertise in overseeing major rail infrastructure projects. This role leads the delivery strategy for the rail portfolio within the Rail division, ensuring adherence to technical and corporate governance, seamless portfolio integration, effective scheduling, benefit and risk management, financial oversight, probity, and reporting for the Department of Transport and Main Roads' (TMR) rail program.
Some of your responsibilities will include:
• Lead the sequencing, optimisation and prioritisation of the rail portfolio across Queensland, to drive an effective, achievable and contemporary rail infrastructure program.
• Inform and influence portfolio strategy development by providing insights and applying change control to ensure Strategic Rail can deliver on its 10-year plan (representing approximately $14 billion in new investment over four years).
• Provide strategic advice to senior leadership, including the General Manager (Strategic Rail) and Deputy Director-General (Rail Division), on the timely resolution of key issues and achieving value-for-money outcomes across the portfolio.
• Lead and mentor a multi-disciplinary team of professional, technical, operational and administrative staff, providing integrated strategic and tactical advice across various functions, including, but not limited to procurement, compliance, and operations.
• As a senior executive, your performance will be evaluated based on key accountability areas, including financial performance, stakeholder and outcome management, internal business processes, and learning and growth.
Mandatory qualifications and conditions
• Due to this role having access to sensitive data, a criminal history check will be undertaken prior to appointment to the role.
Requirements of the role
• Extensive experience in managing major rail projects, including scheduling and the delivery of major rail infrastructure.
• Qualifications in one or more of the following: Transport Planning, Engineering, Construction, Program Management, Business or Public Sector Administration.
• Experience with Public Sector rail infrastructure delivery, management and leadership of rail programs in a large complex organisation, including all aspects of the business of commercial infrastructure delivery and asset management.
