About This Opportunity
We're seeking an experienced and analytical Quantity Surveyor to join the Property & Facilities Program Management Office (PMO) at The University of Queensland. In this key role, you'll be responsible for providing early-stage cost planning advice across all capital projects, helping to ensure value, compliance, and financial sustainability through UQ's Gated CapEx Framework. You'll work collaboratively with project managers, senior leaders, and technical teams to develop robust initial cost plans, manage benchmarking activities across the program, and contribute to the development of the 5-year Capital Investment Plan, setting the roadmap for major infrastructure delivery at UQ.
Key responsibilities will include:
- Provide initial cost planning, operational, and lifecycle cost estimates for capital projects at early proposal stages.
- Collaborate with the PMO Business Case and Governance teams to support project initiation and scoping.
- Lead external benchmarking processes and comment on any third-party Quantity Surveyor reviews during early-stage projects.
- Monitor delivery project cost plans, comparing against initial estimates and maintaining a benchmarking/rates library.
- Where required, assess critical project variations during construction in collaboration with Project Managers and the PMO Contract Manager.
- Support development of UQ's 5-year Capital Investment Plan through high-level cost planning, cashflow forecasting, and scenario modelling.
- Provide advice on escalation allowances and project dependencies to inform CapEx strategies.
- Contribute to continuous improvement of cost control tools, templates, and processes across the PMO.

About You
- Qualifications in Quantity Surveying, Engineering or a Property and Construction related field, and extensive relevant experience; or an equivalent combination of relevant experience and/or education/training.
- Demonstration of previous experience in developing cost plans for a wide variety of projects
- Proficiency in estimating, cost planning, contract administration, and familiarity with surveying software are essential.
- Knowledge of various building trades, civil trades, and specialist trades to provide effective high level cost advice associated with infrastructure.
- Ability to read and interpret plans, drawings and specifications
- Ability to understand and price risk and make recommendations in regards to contract cost and profitability
- Proven experience building effective partnerships with internal and external stakeholders.
- Excellent communication skills and a willingness to collaborate with others in order to achieve the required outcomes
- A practical mindset and willingness to work with hands-on approach
- A solutions-orientated attitude with a desire to work the highest of levels
- Ability to work independently and can manage complex situations with good problem-solving skills
- RICS / AIQS accreditation desirable but not essential
