Position objectives
To strategically manage all relevant organisational functions and to operationally manage administration, including budgetary requirements.
To provide leadership to all staff connected with Councils workforce.
The incumbent works under the direction of the Chief Executive Officer to provide oversight and governance of all work within this sector of Council and to provide advice across all of Council
To undertake all work in line with the relevant Local Government, Queensland and Australian Employment Standards, Industrial Instruments, Awards and Legislative Requirements.
Qualifications/Licences/Tickets required
The following qualifications and licences are desired:
Mandatory
Hold at minimum a “C” Class Driver’s Licence.
Criminal History Clearance Check
Qualifications in HR, Business, Leadership and/or extensive experience in a relevant position.
Additional requirements and working conditions
The following requirements and working conditions will be necessary in this role:
Highly developed skills and experience relevant to Human Resources, Governance, Recruitment, Business Principles, Customer Service, Leadership roles and demonstrated understanding of Work Health and Safety, and Records Management.
Sound knowledge and experience of operational activities performed in Human Resources, end to end recruitment and performance management best practices, and Corporate Services with an emphasis on governance, compliance, industrial relations and enterprise bargaining.
Demonstrated ability to interpret and apply legislation, awards, and industrial agreements specific to the Queensland local government environment.
Excellent interpersonal skills with the ability to negotiate mutually beneficial outcomes and deal with difficult and challenging situations.
High level written communication skills including experience in producing reports, recommendations, policies, and other complex documents.
Demonstrated ability to maintain a high level of diplomacy and confidentiality including sound initiative and judgement when assisting with sensitive issues.
Demonstrated behaviour which supports a diverse, equitable and safe workplace.
Personal attributes that engender commitment, passion, energy, drive, initiative, resilience and respect.
Ability to work as part of a team and contribute positively towards development and maintenance of a team environment within Corporate Services and the broader workforce including the Executive Leadership Team
Statement of key responsibilities and duties
Provide high level professional, specialised strategic and operational advice to other senior leaders on governance, compliance, employee relations and industrial legislation to ensure that Council practices and documentation comply with relevant legislation.
Develop and implement techniques and in service strategies, work practice and procedures in all facets of Corporate Services, customer service and administration to achieve corporate goals.
Develop robust and sustainable policy and procedural Corporate Service systems and resources which support the provision of quality and timely organisational objectives.
Provide quality and timely advice and assistance to staff in areas such as performance management, recruitment, selection, induction and industrial relations.
High level of proficiency in developing programs, approaches and solutions to new problems and opportunities which may be outside of the original specialisation field.
Take responsibility for decision making within the constraints of divisional/corporate policy and provide advice and support to other areas of Council.
Provide initiative and the ability to formulate, implement, monitor and evaluate projects/programs.
Have significant independence of action within the constraints of departmental and corporate policy.
Review a range of documents including employment correspondence and contracts and have oversight of position descriptions advising managers surrounding revisions..
Undertake recruitment activities for Council to ensure compliance with policies, procedures and legislative and industrial requirements.
Always ensure a highly confidential and professional manner in both daily operations and dealing with others.
Be focused on building a high performing team and a results-focused workplace culture.
Develop and maintain professional working relationships and partnerships, particularly with other senior leaders, managers and supervisors to understand their business requirements.
When required, undertake investigations into performance management, misconduct and grievances and provide reports and recommendations to the CEO.
Provide mentoring and assistance to staff members of Winton Shire Council
Provide prompt and courteous attention to all enquiries and requests from internal and external clients.
Key selection criteria
The applicant’s suitability for this role will be assessed against the following competencies:
Selection Criteria 1
Experience in providing high-level advice to the CEO, Directors, Managers and staff in a wide range of Corporate Service functions.
Selection Criteria 2
Well-developed verbal and written communication skills that enable effective and appropriate communication with a broad range of people including senior management and staff in an operational and strategic manner.
Selection Criteria 3
Demonstrated capacity to manage relationships in a complex organisational context with the ability to deal with sensitive issues with tact, diplomacy, empathy and consistency and maintain confidentiality.
Selection Criteria 4
Proven ability to work under limited direction, deal with several topics simultaneously, respond quickly to requests and determine priorities and organise workloads to meet deadlines.
Selection Criteria 5
Proven commitment to the principles and practices of EEO, Ethical Conduct, diversity, OHS&W, Customer Service, Quality management and Risk management.
Other relevant information
The selected applicant will be required to supply a Criminal History Check with reimbursement costs to be provided by Council.
This position will be subject to a minimum probationary period of three (3) months. The applicant’s employment will undergo a review at the end of the probationary period and a recommendation will be made to the Chief Executive Officer regarding permanent employment in the position.
The selected applicant may be required to provide Winton Shire Council with a recent photograph of the person, at the time of the person’s induction, for the purpose of creating a Winton Shire Council Employee Identity Card. Under [s 138A] of the Queensland Local Government Act 2009 the employee has a legal obligation to hand any such identity card/s back to the employer within twenty-one days of termination of employment unless the employee has a reasonable excuse.
In the event of organisational change or restructure, Council may require employees to undertake other roles for which they are qualified and capable of performing.
About Winton Shire Council
The history of Winton begins with a man named Robert Allen. He arrived from Aramac in 1875 and camped on the banks of Pelican Waterhole. His settlement was known as Wallace's Camp. The surrounding district was already settled by farmers and squatters, with a regular mail run from Aramac to Cork Station (Pictured to the left in present day).
In 1876, the settlement at Pelican Waterhole was flooded out and Robert Allen moved his hotel/store a mile eastwards. He was the first to settle the present day site.
It was then that Allen, who was the Postmaster, changed the settlement's name to Winton. He decided the former names were too difficult to write on the postage stamps. So he named the town after a suburb in Bournemouth, England, in which he was born.
On the 5th of July 1879, Winton was gazetted as a town by the Government, along with two areas, each 640 acres, that were retained for Town Common purposes.
