As the NDIA is growing to meet the needs of the Australian population, the NDIA requires comprehensive IT systems to support the day to day running of the organisation.
The Corporate Applications team are responsible for scoping, designing, delivering and maintaining high quality IT systems and applications to support the entire agency and our partner organisations to deliver the National Disability Insurance Scheme to our participants every day.
The Enterprise Service Management DevOps and Integration Engineer is responsible for the design, implementation, and maintenance of Enterprise Service Management (ESM) solutions. This role involves working closely with various departments and business units to ensure that the ESM platform meets the organization’s needs and enhances overall service delivery.
Supplier Briefing:
A supplier briefing will be held for this role on 12 June 2025 – meeting details will be posted in the “Q&A” section of the RFQ for invited Sellers only.
Rate:
The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process.
Citizenship:
As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check.
Labour Hire Licence:
Applicable for ACT, VIC and QLD: Labour hire licenses are required in the state that specified personnel are being contracted.
Key duties and responsibilities
- Develop and implement ESM solutions that align with business requirements and industry best practices, including integrating various enterprise systems and tools.
- Design, develop and support backend integrations with AWS and Azure utilising components such as Power Apps, SQS, Lambda and SNS.
- Provide technical support and training to users, addressing any issues or concerns related to the ESM platform and facilitating user adoption through effective change management strategies.
- Develop automation scripts and plugins using such languages as Python, Java and Groovy.
- Work with other IT teams to integrate the ESM platform with other enterprise systems and tools, ensuring scalability and adaptability as the organisation grows.
- Implement robust security measures and ensure compliance with various regulations to protect sensitive data.
- Identify opportunities for process improvements and implement changes to enhance service delivery, continuously seeking ways to improve the system and streamline processes.
- Balance the costs of implementing and maintaining the ESM platform with the efficiency gains to ensure value for the organization.

CriteriaThe buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters.
Essential criteria1. Minimum of 2+ years of experience in ESM or IT service management platforms such as Jira Enterprise Service Management, BMC remedy or ServiceNow.
2. Strong programming skills in languages such as Python, Java and Groovy.
3. Experience with AWS or other cloud services.
4. Familiarly with CI/CD practices and tools such as Gitlab, Gitlab pipelines & Bitbucket.
5. Proficiency in ESM tools such as ServiceNow, BMC Helix, Jira Cloud, Cherwell, and other relevant products.
6. Strong problem-solving abilities, excellent communication skills, and the ability to work collaboratively in a team environment.
Desirable criteria1. ITIL Foundation or higher ITIL level qualifications (e.g., ITIL Managing Professional, ITIL Strategic Leader).
2. Advanced certifications in ESM tools, such as ServiceNow Certified Implementation Specialist, BMC Helix Administrator, or Jira Administrator.
3. Experience with additional ESM tools and platforms, such as Ivanti, Freshservice, or Zendesk.
4. Knowledge of infrastructure-as-code tools (Terraform, CloudFormation). Previous experience in a similar role within a large enterprise environment.
