About the Opportunity

We’re seeking an experienced Financial Planning & Analysis Manager to lead a dual-focused budgeting function across internal and external portfolios. This is a 6-month contract with the potential for extension. Based in Brisbane’s CBD with a flexible hybrid model, this role is ideal for a capable finance leader ready to step into a challenging but rewarding environment undergoing transformation.

You'll lead financial strategy, foster team cohesion, and support a shift from reactive to forward-thinking financial planning—directly shaping how government investment decisions are made.

About the Role

You will lead the financial planning and analysis function, providing key insights that inform major budget decisions. You will be responsible for balancing the needs of internal business units with external stakeholder engagement and embedding clarity, discipline, and purpose into all financial communications.

Key Responsibilities

• Lead a team of 7 finance professionals across internal and external budget portfolios
• Manage all aspects of financial planning, analysis, and reporting
• Lead the external budget submission process
• Deliver clear and strategic internal budget forecasts, translating technical data into actionable insights
• Support organisational transformation through leadership, accountability, and collaboration
• Work closely with consultants and internal leaders to build a high-performance, inclusive team culture
• Drive continuous improvement of financial reporting systems and tools
• Represent the team in key budget negotiations and leadership forums

Skills & Experience Required

• Demonstrated experience in a senior financial planning or government budget role (AO8 or above)
• Strong working knowledge of Treasury processes and funding submissions
• Proficiency in Power BI, SAP S/4HANA, and advanced Excel modelling
• Proven ability to lead teams through change with empathy and accountability
• Commercial and strategic acumen to evaluate funding and investment implications
• Excellent interpersonal and stakeholder engagement skills
• Strong preference for candidates with a leadership style that supports team diversity and innovation

Qualifications

• Relevant tertiary qualification in finance, accounting, or economics
• CPA or CA qualified (highly regarded)
