Project/Program Overview
The Bluegum Digital Health Transformation Program team is responsible for delivering the Digital Health Transformation Strategy, a 10-year program of work that aims to transform the state’s health system into a world-class, innovative and integrated system designed to empower consumers and enable healthcare professionals to deliver better patient outcomes through system-wide, digitally enabled technologies.
The Bluegum Digital Health Transformation Program, including the implementation of the Electronic Medical Record (EMR) system, is essential for efficient delivery of frontline health services into the future. The program aims to significantly enhance healthcare for all people in Tasmania by creating a more connected and accessible health system, ensuring that all Tasmanians receive the care they need, in the right place, at the right time, ultimately improving health outcomes across the state.
The Senior ICT Architect drives the design, development, and implementation of strategic solutions for the Department’s Bluegum Digital Health Transformation Program, ensuring its success over the next decade.
By guiding cross-functional teams, the Senior ICT Architect provides expert technical leadership and ensures solutions align with the Department’s frameworks, federal health standards, and long-term requirements. This role develops target architectures and roadmaps, accounting for system interactions across states and managing risks for seamless execution.
Collaborating with the Head of Architecture, Health ICT teams, and vendors, the Senior ICT Architect ensures solutions are fit-for-purpose, advancing the Department’s Bluegum Digital Health Transformation Program objectives.
Experience/Skills
EXPERIENCE REQUIREMENTS
Experience with Epic EMR preferred.
Specialist knowledge and expertise in IT solutions within a healthcare environment, including experience with HL7, FHIR and other digital healthcare standards.
Demonstrated experience in setting and implementing architecture strategic directions for a large and complex organisation.
High level specialist expertise in the delivery of technology and architecture services for ICT solutions for a large and complex organisation.
Demonstrated currency of knowledge with the national Digital Healthcare strategy and ensure solutions will be conformant with the strategy.
Specialist knowledge and skills, developed through extensive experience, in evaluating solution capabilities and suitability, together with highly developed skills in the preparation of architectural artefacts and presentation of technical material for consideration to the most senior levels.
Highly developed leadership and communication skills and a demonstrated effectiveness to provide strategic and solution architecture advice and direction to deliver digital outcomes within specified timeframes.
Demonstrated experience in being part of a multidisciplinary team, including proven ability to build and maintain effective relationships with a diverse range of stakeholders, together with the capacity to apply high level negotiation, influencing and consultation skills to achieve strategic objectives.
Proven capacity to operate with a significant degree of autonomy and demonstrated commitment to the Department’s values, including customer focus, professionalism and integrity and capacity to lead, support and foster a strategically focused, inclusive, and productive working culture.
EDUCATION REQUIREMENTS
Essential:
Tertiary Qualifications in systems, technical or solution architecture
Desirable:
Appropriate tertiary qualifications in ICT or related discipline
Appropriate technical certification in relevant specialist discipline

Duties/Activities
PRIMARY DUTIES AND RESPONSIBILITIES
Solution Design and Architecture:
Collaborate with cross-functional teams to assess business needs, analyse requirements, and design comprehensive and scalable solutions.
Develop and maintain detailed architecture blueprints, including system designs, technical specifications, and integration strategies.
Ensure that solutions align with industry best practices, security standards, architectural positions, and Departmental policies.
Ensure compliance with relevant legislation, regulations, and standards governing health information privacy, security, and data governance.
Ensure the solutions align with current and emerging standards from the federal government’s Australian Digital Health Agency (ADHA).
Collaborate with Solution Architects and Enterprise Architects within the Department to build and follow Departmental architecture practices.
Tender Evaluation:
Working with other stakeholders, create tender documents to obtain solutions.
Play a key role in tender evaluations, focussing on strategic alignment, technical suitability, long term support, interactions with other existing systems, and interactions with other programs in flight.
Technical Leadership:
Provide high level expertise on Health Industry software and standards.
Provide expert guidance and mentorship to project teams to ensure the successful execution of projects.
Stay current with emerging technologies and trends, advising on their applicability to Departmental systems and services. Provide guidance based on IT architectural practices in other industries.
Assist in resolution of complex technical issues and challenges.
Stakeholder Engagement:
Collaborate closely with internal and external stakeholders, including healthcare professionals, IT teams, vendors, and government bodies, to gather input, requirements, and feedback.
Cultivate and maintain strong communication and relationships to facilitate effective solution development and implementation.
Communicate technical concepts and solution designs to diverse audiences, tailoring messages to suit the needs of non-technical stakeholders.
Project Management:
Participate in project planning, scoping, and estimation to ensure that solutions are delivered on time and within budget.
Monitor progress, risks, and issues, and provide recommendations for mitigating any potential roadblocks.
Documentation and Reporting:
Maintain comprehensive documentation of architecture, design, and development processes.
Prepare regular reports and updates on solution progress and outcomes for senior management and other stakeholders.
Compliance and Security:
Ensure that all solutions adhere to relevant health and data protection regulations.
Implement security best practices to safeguard sensitive healthcare information.
Risk Management:
Identify potential risks associated with the implementation of IT solutions and work to mitigate these risks.
Anticipate and plan for scalability and future technology changes to minimize disruption to healthcare services.
