Comcare has Ongoing APS6 Senior Inspector, Psychosocial Regulation in the National Regulatory Programs Team, in the following locations: Canberra ACT, Sydney NSW, Newcastle NSW, Melbourne VIC, Brisbane QLD, Perth WA, Adelaide SA.

A merit pool will be created and may be used to fill similar ongoing and non-ongoing vacancies for APS6 Senior Inspectors who will be directly involved in the development and implementation of regulatory programs relating to Comcare’s recommendations that arose from the Royal Commission into Defence and Veteran Suicide.

Overview of Team and Role

The National Regulatory Projects Team is responsible for the design, delivery and review of programs targeting high risk hazards and industries nationally including but not limited to psychosocial risk and major infrastructure projects. The team is part of the service delivery arm of Regulatory Operations Group (ROG) that administers the Work Health and Safety Act 2011 (WHS) through a variety of prevention, assurance and enforcement activities including:

  • workplace inspections;
  • awareness raising activities;
  • audits; and
  • investigations; and
  • regulatory programs.

Prevention is the primary focus through targeted intelligence driven stakeholder engagement, education and audit programs. The range of response and intervention following a safety incident includes investigation and justice outcomes through enforcement activity.

The Senior Inspector, Psychosocial Regulation supports and undertakes a range of Workplace Health and Safety (WHS) regulatory activities specific to psychosocial risk in accordance with relevant legislation, policy, and procedures and regulatory programs under minimal direction and supervision. This work includes: WHS related prevention programs, campaigns, health and safety audits, stakeholder engagement, presentations, inspections and investigations across a wide range of industries. The role may require the delivery of specific regulatory programs originating from the Royal Commission on Defence and Veteran Suicide.

The role delivers and assists to drive the provision of timely, high-quality services in a nationally consistent, regional service delivery environment. The role requires working as a team and working collaboratively with a wide range of stakeholders including employers, workers, complainants, Health and Safety Representatives, employer associations, unions and federal and state government agencies

Primary Responsibilities:

  • Lead psychosocial regulatory activities in accordance with internal policy and procedures, to promote national work health and safety compliance, including but not limited to:
  • inspection activities on reactive monitoring compliance activities, with management of complex psychosocial activities
  • inspections as part of the Proactive Psychosocial Inspection Program including administration, site inspections, interviewing, stakeholder engagement and presentations/forums, report writing.
  • Adopt an agile and collaborative way of working including responding to broader business needs as they arise.
  • Create and maintain collaborative, proactive and mutually beneficial relationships with internal and external stakeholders.
  • Provide subject matter expertise on psychosocial work health and safety issues, to support stakeholders and build their capability to effectively navigate psychosocial issues, including through case consultation and facilitated education.
  • Contribute to the planning and implementation of business activities as well as lead and participate in regulatory programs and regulatory priority activities, as required.
  • Prepare written correspondence, briefings and submissions.
  • Research, interpret and provide accurate and timely advice to stakeholders on legislative, policy or procedural issues in relation to psychosocial risk.
  • Represent Comcare on specialist at industry committees and forums as required, including the participation in relevant meetings and working groups.

Qualifications/Experience

Mandatory:

  • Obtain a Diploma of Government (Workplace Inspection) within 18 months of engagement.
  • Achieve and maintain appointment as an Inspector under the WHS Act.

Desirable:

  • Qualifications and/or experience relevant to a mental health environment (e.g., psychology, workplace health and safety/rehabilitation, occupational therapy (mental health), social work/science)
  • And/or Qualifications and/or experience working in a regulatory environment

Security Clearance

Ability to obtain and maintain a Baseline Security Clearance.
