ABOUT THE ROLE
The Cultural Service Manager is responsible for leading and growing Darumbal Enterprises Pty Ltd Cultural Services Unit, with a strong focus on building the internal capacity of Darumbal People to manage and deliver all aspects of cultural services. This includes overseeing a diverse and expanding team comprising of Liaison Officers, a Cultural Heritage Coordinator, Cultural Services Officer, and a pool of casual heritage workers.
In this leadership role, you will ensure the effective and timely delivery of cultural heritage surveys and associated services, while maintaining compliance with the organisation’s statutory rights and obligations. A key focus is the quality assurance of all cultural heritage activities, including survey planning, reporting, stakeholder liaison, and the engagement of archaeologists and anthropologists where required.
The Cultural Service Manager also plays a pivotal role in ensuring that engagement with project proponents aligns with Indigenous Land Use Agreements (ILUAs) and other partnership arrangements, delivering meaningful outcomes and employment opportunities for the Darumbal People.
In addition, the role is responsible for ensuring all cultural services are delivered in a culturally appropriate and respectful manner, upholding Darumbal values and protocols.
KEY RESPONSIBILITIES
Manage a team tasked with the care and conservation of heritage sites, collections, and artifacts. Manage team members providing liaison services with proponents developing projects on Darumbal country and with team members providing for the delivery of cultural services including cultural heritage training.
Be fully responsible for the day-to-day management of staff, coordination and delivery of services, and for their wellbeing and safety.
Be responsible for the development, implementation and review of heritage management policies and plans.
Coordinate with local communities, stakeholders and governmental bodies.
Manage the budget for the unit and ensure that budgets and invoicing of services are accurate and timely.
Ensure research and documentation of heritage assets are correctly performed and stored.
Ensure staff are properly qualified for their role and updated to current knowledge.
Assist with the negotiations and the development of Indigenous Land Use Agreements and Cultural Heritage Management Agreements.
Keep abreast of state and national developments in cultural heritage management, including legislative changes.
Drive, supervise and take responsibility for the day-to-day problem solving of cultural services issues throughout the organisation.
Prepare and present reports, briefings and submissions to the CEO and Board of Directors.
ESSENTIAL SKILLS AND EXPERIENCE
Significant experience in a similar cultural services or community engagement role
Demonstrated expertise in developing and delivering cultural programs, events, and initiatives
Excellent communication and stakeholder management skills, with the ability to build strong relationships with diverse communities
Strong project management and problem-solving skills, with the capacity to work independently and as part of a team
Thorough understanding of relevant legislation, policies, and best practices related to cultural preservation and community engagement
Tertiary qualifications in a relevant field, such as cultural heritage management, business management or community development
