Join a small, dynamic Federal Government agency that plays a crucial role in shaping workplace policies and strategies. This is an exciting opportunity for a seasoned HR professional to lead key people and strategy initiatives in a supportive and collaborative environment.

The agency is seeking an experienced and motivated Human Resource (HR) leader to lead the People Strategies Section and play an integral part of the cultural shift to position their corporate services as passionate, expert enablers. It's an exciting role with frequent access to the SES and Executive, with the ability to influence and shape the way the agency does business and supports their people.

The successful candidate will be engaged on a Section 26 transfer or 12 months non-ongoing with opportunity for extension.

Your new role

As an EL2 HR Business Partner, you will lead the delivery of strategic HR functions and provide expert advice to senior leadership on workforce management, employment relations, and organisational transformation. You will oversee the development of HR policies, frameworks, and strategies that align with agency objectives, ensuring compliance and best practice implementation.

Key responsibilities include:

  • Lead all aspects of strategic and operational HR functions, delivering expert guidance on employment relations, workforce strategy, and organisational transformation.
  • Champion the agency's culture, embedding values and behaviours that foster a high-performance, people-focused work environment.
  • Provide trusted, high-level HR advice to the SES and Executive Leadership Team, including timely and high-level briefing and recommendations on HR matters, including those of a sensitive or complex nature
  • Complete the implementation of the Enterprise Agreement, develop supporting policies, and ensure adherence to employment regulations.
  • Deliver a tailored workforce plan suited to a smaller APS entity, using HR metrics and data insights to inform decision-making.
  • Oversee outsourced payroll services, ensuring compliance with APS employment conditions and guiding strategic pay-related initiatives.
  • Lead WHS and performance frameworks, promoting safe and flexible work arrangements in line with best practices.
  • Enable a high-performance culture, particularly through leadership coaching, capability development, and targeted L&D initiatives.


What you'll need to succeed

  • Extensive strategic HR leadership experience, preferably within the APS.
  • Strong business partnering skills with the ability to influence senior stakeholders.
  • Comprehensive generalist HR knowledge across employment relations, WHS, L&D and workforce strategy.
  • Adaptability and the ability to drive transformation within a small agency.
  • Private sector candidates will need to upskill quickly and understand APS practices.
  • Candidates must be able to obtain and maintain a minimum Baseline Security Clearance and be an Australian citizen.
