HSA's fleet consist of a range of vessels including crew launches, pilot vessels, lines boats and utility vessels that support critical port services, offshore facilities, and project logistics across Western Australia.

We are seeking a highly organised and technically proficient Fleet Manager to join our team. This position is based in Fremantle and plays a strategic role in supporting Port Operations Managers in the ongoing management, maintenance, and compliance of HSA’s fleet.

Key Roles and Responsibilities

Fleet Technical & Operations

Provide strategic and technical support to Port Operations Managers who oversee daily vessel operations across multiple locations.

Ensure Company and Client-specific Health, Safety, Environment and Quality (HSEQ) policies are implemented effectively onboard vessels.

Provide guidance on operational standards, refits, maintenance, and compliance.

Develop and implement standardised technical procedures and maintenance practices across the fleet to ensure operational consistency and efficiency.

Oversee vessel maintenance budgets including forecasting for refits, dry dockings, capital works, and major repairs.

Coordinate AMSA surveys across the fleet, ensuring vessel certifications remain current and compliant with Marine Orders and NSCV standards.

Maintenance, Compliance & Project Delivery

Manage and continually improve the company’s Planned Maintenance System (PMS), supporting Port Operations Managers with scheduling and implementation.

Coordinate and supervise major repair projects, refits, and dry dockings—including contractor engagement, milestone tracking, and quality control.

Review and approve technical procurement activities, ensuring cost-effectiveness and adherence to company standards.

Maintain oversight of survey compliance, supporting each port’s operational requirements and vessel needs.

Conduct internal audits and inspections to verify compliance, readiness, and adherence to company standards.

Stakeholder Liaison & Operational Efficiency

Liaise with external bodies such as AMSA, classification societies, shipyards, and key service providers to ensure ongoing regulatory compliance and performance outcomes.

Assist Port Operations Managers in resolving complex technical issues or defects, including root cause analysis and corrective action planning.

Act as a technical escalation point for vessel Masters and crews, providing direction and engineering insight as needed.

Support the onboarding of new vessels into the fleet, including due diligence, mobilisation planning, and integration into company systems.

Commercial & Continuous Improvement

Provide input into tender submissions, cost models, and asset planning to support commercial bids and operational proposals.

Monitor vessel performance, reliability, and lifecycle metrics to inform future asset investment, divestment, or enhancement decisions.

Identify and implement opportunities to streamline fleet-wide procurement, inventory, and maintenance practices.

Lead post-project reviews for major refits and dry dockings to capture lessons learned and improve future delivery.
