Job location
Thomas Embling Hospital, located in Fairfield just 15 minutes north of the Melbourne city centre. Due to our announced expansion, we have a need for experienced like-minded professionals to join our team. Thomas Embling Hospital is a secure Mental Health, currently 136 bed, hospital providing acute care, rehabilitation, and continuing care programs. With planned expansion commencing 2024 with significant increase in access to care, we will have a dedicated Women’s service and an additional medium secure men’s facility. About the Role:
The Freedom of Information and Information Access Manager role coordinates and manages the release of information held by Forensicare in accordance with the requirements of applicable legislation, including the Freedom of Information Act 1982 (Vic) and other relevant legislation. Acts as a decision maker for FOI requests. Coordinates and manages the release of all requests for information held by Forensicare, including personal information, health information and corporate information.
Duties:
- Provide expert advice to internal stakeholders on FOI administration, guidelines and processes.
- Draft high-quality correspondence, reports, and briefings related to FOI matters as appropriate.
- Provide mentoring, training, and professional development opportunities for team members.
- Liaise with internal and external stakeholders, including other government agencies, to resolve FOI related issues.
- Represent Forensicare in FOI forums and working groups to share best practices and contribute to policy development.
- Develop and deliver FOI training and awareness programs to build internal capability.
- Promote a culture of compliance and accountability in handling information access requests.
About You:
- Relevant qualification in law, information management or data protection.
- Comprehensive working knowledge and understanding of the Freedom of Information Act 1982 (Vic) (FOI Act) and related regulations and guidelines.
- Demonstrated ability to interpret and apply the FOI Act and apply the provisions in complex scenarios.
- Working knowledge of the Privacy and Data Protection Act 2014 (Vic), the Health Records Act 2001 (Vic), the Mental Health and Wellbeing Act 2022 (desirable)
- Demonstrated ability to manage administrative information release processes in compliance with applicable legislation.

Our story
Forensicare (Victorian Institute of Forensic Mental Health) is the state-wide specialist provider of forensic mental health services in Victoria. Forensicare is the only agency in Victoria that provides clinical forensic mental health services which span all components of the mental health and criminal justice sectors – giving Forensicare a unique perspective on mental health and public safety issues. It is able to provide specialist forensic mental health services tailored to meet the specific needs of both sectors.
We provide forensic mental health services for people:
with a serious mental illness in the criminal justice system
at risk of offending who pose a risk to themselves or others
referred from the general mental health system for specialist advice, support and/or treatment.
Forensicare’s primary focus is the provision of clinical services within a recovery framework. These services include the effective assessment, treatment and management of forensic patients, prisoners and clients.
