The City of Subiaco is going through a transformation with significant change and evolution in terms of residential options, the commercial sector, retail, entertainment, leisure and recreation. Navigating this change in partnership with the community, business and stakeholders, whilst also celebrating Subiaco's heritage, history and culture is an exciting challenge.

This role sits in the Engineering Services branch and will assist with the design and delivery of engineering projects and capital works.

The key responsibilities of this role are to:

  • Assist the Principal Engineer with the design and delivery of engineering projects/capital works program.
  • Monitor and ensure all projects are completed on time, on budget and to the specified quality in accordance with the City's standard policies and procedures.
  • Ensure quality control is effectively managed including enforcement of non-conformance, if quality is not adhered.
  • Liaise and coordinate with internal and external customers during all phases of the projects.
  • Manage site briefing to the contractors for project scope.
  • Develop budgets and cost estimates.
  • Review contract documentation, specifications for infrastructure assets.
  • Preparation of tender documentation for infrastructure assets including liaising with WALGA to manage contracts.
  • Providing a high standard of customer service to the city rate payers to keep them abreast with the project’s scope and timeline, including addressing their concerns during planning and execution stages.
  • Assist the Principal Engineer and Senior Project Engineer for the preparation of MRRG funding submissions and other funding applications.
  • Prepare an annual report on the assessment of the condition of roads, footpaths, street lighting, including CCTV inspection reports for drainage infrastructure.
  • Support the Asset Management team in updating the infrastructure inventory and condition ratings for various assets as required.
  • Report year-to-date (YTD) expenditure on capital works projects as requested by the Principal Engineer for acquittal purposes.
  • Attending capital works meetings and providing updates on projects to the team.
  • Any other duties as required.

Essential criteria:

  • Tertiary qualification in engineering or equivalent qualification with the eligibility for membership to the Institute of Engineers of Australia
  • Extensive experience in Project Management in Local Government industry or in the similar field.
  • Demonstrated skills and experience in Contracts Management.
  • Demonstrated Skills and knowledge in preparing contract documentation, specifications and reviewing the existing tender documentation and specifications.
  • Highly developed skills in preparing estimates and budgetary measures.
  • Comprehensive skills and knowledge in Road construction industry including Drainage and Buildings and relevant statutory requirements.
  • Excellent leadership, team building and management skills
  • Advanced computer literacy skills and experience in the effective usage of project management module preferably Microsoft projects.
  • Ability to demonstrate a genuine commitment and responsiveness in providing the highest quality of customer service.
  • Excellent communication skills, both written and verbal.
  • Demonstrated conflict resolution skills.
  • Demonstrated leadership skills and experience in supervising staff and managing consultants/contractors.
  • Experience and knowledge of the Occupational Health and safety Act and standards relevant to Local Government Industry.

Desirable criteria:

  • Sound knowledge and understanding of WALGA contracts
  • Sound knowledge of Local Government legislation, principles and procedures.

Salary package:

From $109,200 to $120,390 per annum pro rata, plus 11.5% employer superannuation and additional co-contribution to your superannuation.
