WHAT YOU WILL GAIN FROM THE EXPERIENCE
The National Gallery Building Services and Infrastructure Portfolio (BSI) was established in 2022 to bring together Building and Security services and delivery of Capital Works projects. BSI leads delivery of a significant capital works program that includes delivery of over $200 million in critical capital asset upgrades, the establishment of a planned, strategic asset management program for the future, and the delivery of significant capital works projects of ambition.
The Capital Works Department is divided into teams delivering capital works projects, the Integrated Capital Works Program at Parkes and the offsite facility, plus strategic projects. The teams are responsible for providing project management leadership for the delivery of complex, high profile and strategically significant capital works projects. These projects are varied in scope with a focus on positioning the National Gallery as a leading contemporary cultural institution for the future.
The National Gallery is seeking applications from highly motivated candidates to, under limited direction and in line with corporate objectives, apply high level infrastructure project and contract management, and procurement skills to deliver key capital works initiatives.
Principal Project Manager Strategic Projects
You will manage a small team of project delivery personnel to deliver key capital works initiatives including but not limited to the delivery of a complex program of capital works referred to as the Integrated Capital Works Program Package A at the National Gallery storage facility and a significant strategic planning project to rectify water leaks at the Parkes facility. The Principal Project Manager Strategic Projects will oversee:
Progression of infrastructure business case initiatives including design development for significant strategic projects.
Construction stage works to deliver compliance and rectification works at the National Gallery storage facility.
Inclusion of additional scope as required by government of the National Gallery Council.
Procurement activity for a range of consultants and contractors to support successful project delivery.
Coordination with other business areas to manage the disruptive impacts of the building works on front and back of house areas.
Coordination with other Department Heads as required to deliver the building works including detailed coordination with the Principal Project Manager Integration who oversees the operational response to the business disruptions associated with the building works.
Contract administration oversight for the relevant contracts including the Head Contractor, legal and probity, cost planning services, commissioning agent and other suppliers as relevant to delivery of the project.
As a specialist senior leader at the National Gallery, you will be required to inspire, motivate and positively influence your team and individual outcomes to deliver a complex program of infrastructure projects across the organisation’s facilities. With the senior leadership and executive teams, you will oversee all stages of infrastructure delivery including Work Health and Safety (WHS) assurance, project planning, design, procurement, construction and commissioning.
This is a full-time, non-ongoing employment opportunity that may become ongoing.
THE KEY DUTIES OF THE POSITION - WHAT WILL YOU DO?
As the Principal Project Manager of Strategic Projects, you will lead delivery of capital works and infrastructure strategic initiatives on behalf of the National Gallery of Australia.
In accordance with the APS Executive Level 2 work level standards, you will:
Lead, coach and mentor a team of professional staff and consultants to deliver the Integrated Capital Works program, safely within the required timeframes, budget and quality.
Collaborate closely other capital works Principal Project Managers to coordinate Department and portfolio outcomes including coordination of resource planning and business improvements and modelling organisational values and behaviours.
Manage all operational aspects of the team including the coordination and management of workflow, resource management, development and implementation of systems and processes that ensure accountability, innovation and continuous improvement.
Coordinate with the Principal Project Manager Integration to achieve effective and influential communications with internal and external stakeholders.
Act on behalf of the National Gallery to provide sound advice and direction on procurement, strategic infrastructure issues and policies, and their implications in capital works planning, implementation and delivery. Provide direction and support the delivery of business case planning, feasibility, design, construction and commissioning on behalf of the portfolio.
Manage risk, report on issues and ensure that the Assistant Director BSI is briefed appropriately, especially on areas of increasing risk to delivery of the program.
Proactively administer contracts relevant to the delivery of Capital Works to ensure that contractual obligations are met.
Ensure that the team is managing design and construction contracts, and service agreements with consultants and contractors utilising best practice principles and within specified timeframes and budget allocation.
Provide comprehensive and effective management by leading the implementation of reporting on project progress, quality, safety and finances. Support the team in reviewing contractor programmes, contractor contractual claims and also assisting to manage the program’s risk management framework.
Adhere to the Public Governance, Performance and Accountability Act(2013) and the National Gallery Act (1975) including understanding the application of planning and development requirements in the parliamentary triangle and the ACT, the design process, contractual requirements, program control, cost control, alternative delivery methods, and statutory requirements.
