About the Role
The Manager, Campus Security and Emergency Planning is responsible for overseeing campus safety, parking, and the operational resilience capabilities at Swinburne University. Reporting to the Associate Director of Facility Management, the role includes managing security, parking, and fleet service contracts, and providing expert advice on emergency management, business continuity, and crisis response. A key responsibility is supporting and developing the Swinburne Emergency Planning Committees (EPC) and campus-based Emergency Control Organisations (ECO), along with designing and implementing effective procedures and frameworks related to safety and emergency planning.
This position also plays a critical role in building strong relationships with internal and external stakeholders to ensure that Swinburne’s Operational Resilience and Emergency Management System (OREMS) is fully integrated, auditable, and effective. The manager ensures all response procedures, systems, and processes are consistently maintained and adhered to, supporting the university's ability to endure and respond to disruptive events while maintaining continuity of operations.
About You
To be suitable for this role you will need to have experience in the below key accountabilities:
• Sound IT skills with a working knowledge of the range of electronic security systems used by the University to include access control/intruder detection systems and Closed-Circuit Television (CCTV) monitoring systems
• Demonstrated experience in the development and implementation of large-scale strategic emergency management plans to ensure that all business recovery / continuity / contingency plans and/or procedures are always secure, accessible, and kept up to date.
• A strategic security professional with extensive, proven management experience within the security industry, law enforcement, or relevant public sector
• An extensive working knowledge of current global environment and local best practice and legislation affecting the security role. Strong management and leadership skills together with excellent communication, influencing, negotiating and engagement skills
• Proven track record in negotiating and managing staff and service contracts and monitoring performance against conditions and standards, ideally in a busy campus environment or in a similar large multi-site organisation
• Extensive experience in successful management of stakeholder relationships, within a large complex organisation with the ability to deliver high level of customer service to a wide variety of stakeholders
• High level written and verbal communications skills including demonstrated experience in the preparation of written reports and briefings for use across a wide range of levels
• Sound judgement and the ability to quickly assess options and make decisions with an understanding of risk management in a large complex education organisation
• Demonstrated capacity to implement OHS policies, procedures, and safe work practices
Qualifications
• A relevant tertiary qualification in business, emergency management or security (preferrable)
• Current Crowd Control and Security Guard License including current Level 2 First aid Certificate (preferrable)
